Oncor (together with its subsidiaries) operates the largest transmission and distribution system in Texas, delivering power to nearly 4 million homes and businesses and operating more than 144,000 miles of transmission and distribution lines in Texas. Summary This position will be responsible for the coordination, implementation, execution, control, and completion of specific projects in relation to Siting of electrical stations ensuring consistency with company strategy, commitments and goals. This includes working closely with Transmission Engineering, Planning, Customer Operations and Civil consultants. The goal of each stakeholder management is engaging appropriate support personnel, establishing and assembling support documentation and reporting, and supporting key stakeholders throughout various processes
Key Roles & Responsibilities:
Directly or through others, the incumbent: Represent Oncor at all Pre-Development Meetings. Manage a portfolio of siting activities related to transmission Relief of Single Contingency Overload (RSCO), Relief of Non-Contingency Overload (RNCO), Capital Maintenance Prioritization Committee (CMPC) and Point of Interconnection (POI)/Point of Delivery (POD)/Mitigation Plan (MP) projects. Provide entitlement reviews for all scoping projects. Project management of all drive permits, fence permits, tree removal and any other "minor" permitting requests from internal stakeholders. Reviewing and researching any entitlement or permitting work necessary for new greenfield, brownfield, or existing station expansions. Assist in preparation and participating in Public Hearings or Community Outreach events including Planning & Zoning meetings, City Council meetings, Neighborhood or Home Owners Association (HOA) meetings. Maintaining permitting schedules in internal project management software for preparation of reports and bi-weekly meeting Assist Company counsel and leads or assists in mediation to resolve issues with landowners and condemnations to settle disputes. Represents the company to various external entities as needed in association with project assignments. Assists as needed in coordinating, prioritizing, and communicating schedule and scoping changes related to ROW on future transmission projects. Facilitates and manages Special Project assignments on an as-needed basis. Skills Able to learn, apply, and communicate technical topics related to the design, operation, and construction of Transmission facilities. Strong project management skills with experience managing large projects/programs Strong verbal and written communications, with the ability to build working relationships with cross-functional teams and lead conversations with internal and external stakeholders. Strong organizational skills and ability to implement and improve project management lifecycle processes. Ability to adapt as well as analyze risk in changing conditions while appropriately prioritizing work assignments and consistently meeting deadlines. Proficiency with Microsoft Office and various company computer applications.
Education and Experience Transmission ROW Project Manager II Education:
High School Diploma, GED, or equivalent is required. Applicants with a Bachelor's degree in engineering, construction, project management, or business related field are encouraged to apply. Applicants with experience in reading and comprehending legal documents as well as the ability to review and redline legal documents are encouraged to apply.
Experience:
Minimum of 4 years of experience in transmission/distribution engineering, construction, project management, operations, or regulatory role with proven ability in negotiating, mediating and working with external stakeholders in reaching a positive outcome is required. Applicants with at least1 year of experience in a program/project management role or ROW related role are encouraged to apply. Transmission ROW Project Manager Sr Minimum of 6 years in transmission/distribution engineering, construction, project management, operations, or regulatory role with proven ability in negotiating, mediating and working with external stakeholders in reaching a positive outcome is required. Applicants with at least 2 years in a ROW function or ROW project management role with additional experience or 3 years in a project manager related role are encouraged to apply. Measures of Success Requires minimal supervision while ensuring goals and deadlines are met for multiple projects; Ensures successful and timely completion of multiple project assignments while tracking budget adherence; Strong project management skills with experience managing large projects/programs; Proactive identification, communication and mitigation of issues, potential concerns with key stakeholders and project risk. Conducts accurate, thorough and proactive property siting findings and research to provide Transmission ROW Representatives, Oncor civil engineers and civil consultants timely and pertinent station siting details to establish project timelines. Establishes and maintains a strong professional presence cross-functionally and in the public as a public representative of Oncor.
