The Project Manager - Program Management is responsible for managing the successful delivery of design and construction projects for public and private sector clients. Acting as the client's trusted advisor, this role ensures that all aspects of scope, schedule, budget, and quality align with owner objectives. Parkhill is one of the largest architectural and engineering firms in the Southwest with 15 offices located throughout Texas, New Mexico, and Oklahoma.
Responsibilities:
Leads and manages assigned capital projects on behalf of Parkhill clients, ensuring alignment with owner goals for scope, schedule, budget, and quality Serves as the client's primary representative, managing communications and coordination among consultants, contractors, and other stakeholders Oversees preconstruction activities including design reviews, budgeting, procurement strategies, and stakeholder engagement Manages contract administration processes, including RFQs, RFPs, change orders, claims, RFIs, submittals, and pay applications Tracks and manages project budgets and construction contracts (GMP, lump sum) to safeguard client interests Prepares and maintains project documentation, including schedules, reports, and updates for clients and internal leadership Conducts site visits, oversees punch list resolution, and leads final turnover and project closeout Ensures project compliance with safety standards, environmental regulations, and applicable codes Utilizes project management tools such as Procore, Primavera P6, Bluebeam, Microsoft Office Suite, and SharePoint Mentors Assistant Project Managers, modeling best practices in owner representation and reinforcing Parkhill's client-first culture
Qualifications:
Bachelor's degree in Construction Management, Architecture, Engineering, or a related field 5-10+ years of experience managing complex capital projects across diverse sectors Proven ability to lead multi-disciplinary teams and manage project scope, schedule, and budget Excellent communication, negotiation, and leadership skills Experience managing public-sector and civic projects, including K-12 and higher education, healthcare, or large commercial developments Working knowledge of alternative project delivery methods such as Construction Manager-at-Risk (CMAR) and Design-Build (DB) Professional certifications such as PMP (Project Management Professional), CCM (Certified Construction Manager), or DBIA (Design-Build Professional), preferred Benefits and Perks We offer a comprehensive benefits program that supports the whole person.
