The Director will lead the project management for the NSF TIP engagement and holds single-point accountability to the Government for all contract performance. The Director assigns work and ensures accountability across all team members, oversees the project management team across all task areas, drives the team to meet deliverable due dates and budget, assesses and mitigates risk, and ensures the highest standards of quality and customer service throughout the period of performance.
PERSONNEL QUALIFICATIONS
Required Qualifications Bachelor's degree. Minimum 10 years of relevant experience leading administrative, operational, or program-support engagements, preferably in a Federal environment. Demonstrated experience with single-point accountability for deliverable timelines, budget, risk, and quality across multiple concurrent task areas. Strong client-facing communication and the ability to serve as the authoritative point of contact to a Government COR. Preferred Qualifications Prior experience supporting NSF or a Federal research, grants, or merit-review environment. Working knowledge of the NSF PAPPG, merit review, and award administration processes. PMP or equivalent project-management credential
Specific Duties:
Lead overall project management for the NSF TIP Logistics and Operational Support engagement and serve as the primary point of contact to the Contracting Officer's Representative. Assign tasks to and ensure accountability of all team members; oversee project managers and coordinators across Proposal Processing, General Operational Support, E-Business Tools, Data Tracking, and Meeting Logistics. Drive the team to meet all deliverable due dates and performance standards, including the recurring 5-business-day proposal and post-panel processing windows. Manage performance against the firm-fixed-price budget and report progress to NSF Program Directors and TIP management throughout the merit-review cycle. Assess, document, and mitigate project risk; surface issues to NSF leadership early enough to allow rebalancing before a deadline slips. Ensure the highest standards of quality and customer service, owning the Quality Control Plan and its self-inspection and corrective-action processes. Monitor teaming-partner (GNI) performance under the integrated work plan and ensure all deliverables meet the same timeliness and accuracy standards regardless of performing firm. Oversee transition-in and transition-out, security and suitability onboarding, and ongoing compliance with NSF policy, Section 508, and contract clauses. •This position is contingent upon contract award
