Manager, Program/Project III (MANP3) Nationwide IT Services, NIS, is seeking a Manager, Program/Project III (MANP3) - Project Manager, for a potential opportunity to serve as the primary management lead responsible for planning, coordinating, and overseeing the execution of the ESI.mil Development and Sustainment task order. This role provides day-to-day leadership for technical, cybersecurity, agile development, operations, maintenance, and deliverable activities to ensure successful performance, timely delivery, and alignment with Government priorities. The Project Manager will serve as the principal point of contact with the Government COR, TPOC, and other stakeholders. The role is responsible for managing scope, schedule, cost, staffing, risks, quality, communications, and contract deliverables across all work areas. The Project Manager will facilitate bi-weekly planning sessions, maintain visibility into the product backlog, track risks and issues, oversee CDRL submissions, and ensure the team performs in accordance with task order requirements, quality standards, and approved processes. Key Responsibilities Provide overall task order leadership, coordination, and management for ESI.mil website and CMS sustainment, modernization, cybersecurity, and enhancement activities. Serve as the primary point of contact for Government stakeholders regarding project status, priorities, risks, deliverables, staffing, and performance. Lead agile programs and change management activities, including bi-weekly work planning sessions, backlog oversight, roadmap tracking, risk register updates, and status reporting. Coordinate technical resources across website operations and maintenance, cybersecurity compliance, Section 508 accessibility, UX sustainment, software development, testing, release management, and adaptive capability enhancements. Ensure uninterrupted support for ESI.mil operations and timely resolution of application issues, outages, vulnerabilities, and Government-directed priorities. Oversee preparation, quality review, and timely submission of required CDRLs, including status reports, project management plans, backlog reports, risk updates, cybersecurity documentation, and release-related artifacts. Manage transition, staffing, onboarding, and knowledge transfer activities to ensure full performance readiness and no degradation of service. Monitor contract performance against scope, schedule, cost, quality, and level-of-effort requirements. Identify, assess, escalate, and mitigate project risks and issues affecting cost, schedule, performance, cybersecurity, or mission outcomes. Ensure performance aligns with applicable Government requirements, including cybersecurity, CUI handling, Section 508, RMF/ATO support, STIG compliance, and secure software development expectations. Required Qualifications Demonstrated experience managing complex Federal IT, software development, website sustainment, or application modernization projects. Experience leading multidisciplinary teams in agile development, sustainment, cybersecurity, and operations environments. Experience managing Government deliverables, CDRLs, technical reports, status reports, and stakeholder communications. Knowledge of project management best practices, agile delivery methods, risk management, schedule management, and performance reporting. Familiarity with secure software development, cybersecurity compliance, Section 508 accessibility, and Federal IT operating environments. Strong written and verbal communication skills. PMP certification preferred. Desired Experience Experience supporting Navy, DoD, NIWC, NAVWAR, or SeaPort NxG task orders. Experience managing public-facing Government websites, internal CMS platforms, or web-enabled enterprise tools. Familiarity with CMMI Level 3, ISO 9001, ISO 20000, ISO 27001, and quality-controlled delivery environments. Experience supportingRMF, ATO, STIG, CUI, DFARS
