GENERAL STATEMENT OF RESPONSIBILITIES
Under general supervision, this position is responsible for planning, coordinating, and leading cross
- departmental projects that improve City operations through process redesign and technology-enabled solutions.
The position is also responsible for evaluating business processes, defining requirements, and managing implementation to deliver measurable improvements aligned with City priorities. Reports to the Innovation Program Manager.
ESSENTIAL JOB FUNCTIONS
Leads complex, cross‑functional projects from initiation through implementation and closeout. Develops project plans, timelines, governance structures, and business cases; and coordinates the work of cross‑departmental teams and, when applicable, consultants or vendors. Balances competing priorities, manages ambiguity, and integrates process, technology, and operational considerations to achieve project objectives. Partners with departments across the organization to identify operational challenges and opportunities for improved processes and service delivery. Conducts process mapping, workflow analysis, and root‑cause assessments to inform solution design. Gathers and documents business and functional requirements, translating organizational needs into actionable, sustainable solutions that advance strategic goals. Works closely with Information Technology (IT) and external vendors to support the implementation of technology‑enabled solutions that align with enterprise standards. Facilitates meetings, workshops, and stakeholder engagement sessions to drive alignment and informed decision‑making. Develops and executes change management, communication, and training plans to support successful adoption of new systems and processes. Monitors project progress, tracks performance metrics, and prepares regular status reports, performance dashboards, and briefing materials for leadership. Supports projects with potential impacts on departmental budgets, operational costs, and service efficiency by providing input into cost estimates, budget considerations, and potential cost savings or return on investment. Conducts post‑implementation reviews to assess effectiveness and identify opportunities for continuous improvement and scaling of successful solutions. Prepares project status reports, performance dashboards, and briefing materials for City leadership and stakeholders on a weekly and monthly basis. REQUIRED KNOWLEDGE
Public Administration
- Knowledge of research resources to verify and inform others of federal, state and local laws and policies governing public administration, specifically related to strategic planning, for local government operations. EDUCATION AND EXPERIENCE
Requires a Bachelor's Degree in Public Administration, Business Administration, Information Systems, or a related field, plus 3 to 5 years of progressively responsible experience in project management, business analysis, process improvement, or related work or any combination of education and experience. Experience in local government or large organizations is preferred. Master's degree preferred. Professional certifications in one or more of the following areas are preferred: Project Management (e.g., Project Management Professional (PMP) or equivalent) Lean Six Sigma (e.g., Green Belt or higher) Business Analysis (e.g., Certified Business Analysis Professional (CBAP) or similar)
ADDITIONAL REQUIREMENTS
Acceptable general background check to include a local and state criminal history check and a valid driver's license with an acceptable driving record.
PHYSICAL REQUIREMENTS
Requires the ability to exert light physical effort in sedentary to light work. Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
SENSORY REQUIREMENTS
Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
ENVIRONMENTAL EXPOSURES
