Position Summary The Capital Projects Specialist is responsible for the planning, budgeting, execution, and managing a wide range of capital and construction-related projects (small to large) from initial concept through final completion. This role coordinates closely with project stakeholders including end users, engineers, contractors, inspectors, and regulatory partners. They bridge the gap between design and construction, managing vendor contracts, tracking project finances, ensuring regulatory compliance, and liaising with stakeholders to keep projects on schedule. As a member of the County's Operations Management Team, the Specialist supports multiple County departments and ensures that all assigned projects are delivered efficiently, on schedule, and in alignment with County standards and objectives. Essential Job Functions Manage capital projects from inception to completion, including design development, plan review, public meetings, site work approval, regulatory compliance, and payment and bond release recommendations; perform related duties as assigned. Apply advanced knowledge of capital project management, architectural design, engineering, and construction principles to administer improvement projects related to transportation, drainage, structural and traffic calming measures, landscape, and lighting. Developing schedules, timelines, and action items for construction, renovations, or infrastructure improvements. Lead and coordinate special projects involving multiple stakeholders and County departments. Facilitate the review, revision, and approval of construction documents with County staff, contractors, consultants, and regulatory agencies throughout the County's review process. Collaborate with internal divisions, external agencies, design consultants, and construction contractors to ensure successful project delivery. Conducting site visits to monitor progress and ensuring projects adhere to local, state, and federal requirements and guidelines. Oversee smaller projects, which may include building renovations, trail development, and similar initiatives. Serves as a liaison for citizens, businesses, and construction company representatives to inform and facilitate solutions to problems. Attends all project-related meetings such as pre-bid, pre-construction and design team meetings. Coordinate with architects, engineers, and contractors, ensuring compliance with contract terms and specifications. Coordinate procurement activities with the Procurement team for capital project needs. Maintaining comprehensive project records (blueprints, contracts, photos), preparing reports for management, and handling permit applications. Provides support for capital projects to include, but not limited to, tracking and monitoring budgets, expenditures, and schedules. Assist in preparing and submitting grant applications to support capital project funding. Compiles and maintains project information and data, including current project status and construction design. Researches and recommends solutions to project related issues. Perform other related duties as assigned. Minimum Qualifications Bachelor's degree from an accredited institution in Construction Management, Engineering, Architecture, Public Administration, or related field; and one (1) year of capital projects or construction-related experience; OR an equivalent combination of education and experience (preferred). Three (3) years of relevant project management or equivalent experience; or a combination of education, training, and experience that provides the required knowledge, skills, and abilities. Valid Commonwealth of Virginia driver's license.
Other:
Education and experience equivalent to a bachelor's degree in a related field, supplemented by five (5) years of experience in project management. Additional coursework or training in grant writing and project management is desirable. Special Qualifications Acceptable driving record if in possession of valid Commonwealth of Virginia driver's license Must possess a valid Virginia Driver's License and be willing to travel to attend conferences and meetings Knowledge, Skills, and Abilities Project controls and/or construction tracking. Construction procedures, techniques, and terminology. Excellent writing, editing, research, oral, and organizational skills. Planning, preparing, and conducting presentations to large and small groups. Negotiating solutions to sensitive problems. Excellent collaboration and relationship building skills that establish partnerships and effective teamwork within and outside the County's organizational structure. Project management skills that incorporate the ability to work well with and understand the perspectives of a wide range of individuals and groups. A strong desire to get results along with the persistence needed to move a project through various County and community processes. An innovative mindset that actively solicits and fosters the ideas of others, is able to work well within an evolving environment and performs within an acceptable level of risk while ensuring forward movement on commitments. Strong written and oral communication skills to articulate, navigate and facilitate dialogue whether in public forums, County department or community stakeholder interactions. Utilization of GIS. Project tracking and management software. Demonstrate familiarity in a broad range of local government operations (public works, facility maintenance, permitting, inspections, etc.).
