Job Description

At Jacobs, we're solving some of the most complex infrastructure challenges in North America — including the underground transportation systems that keep communities, economies, and people moving. Our national tunnel and ground engineering practice includes a multidisciplined team across North America and globally, giving our Jacobs the technical depth, project variety, and delivery resources to take on major tunnel, underground, transportation, and heavy civil infrastructure programs. We're looking for an experienced Tunnel Systems Project Manager to help lead and grow our tunnel and underground engineering practice in Virginia. This is an opportunity for a proven tunnel professional who can combine technical design judgment, multidisciplinary coordination, project management discipline, and client-facing leadership. In this role, you'll manage complex tunnel and underground infrastructure projects from planning and conceptual design through final design, procurement support, construction-phase services, testing, commissioning, and closeout. You'll work across civil, structural, geotechnical, mechanical, electrical, ventilation, drainage, fire/life safety, ITS, controls, and other tunnel systems disciplines to deliver safe, constructible, resilient, and high-performing infrastructure solutions. This is an ideal opportunity for a tunnel engineer or project manager who enjoys leading multidisciplinary teams, partnering with public-sector transportation clients, mentoring technical staff, supporting pursuits, and shaping the delivery of high-profile underground infrastructure projects. When you join us you'll be responsible for:
  • Leading the planning, design, coordination, and delivery of tunnel, underground, heavy civil, and transportation infrastructure projects.
  • Serving as Project Manager or technical delivery lead for tunnel-related projects from concept through construction support.
  • Managing scope, schedule, budget, staffing, quality, safety, risk, change management, contract requirements, and project profitability.
  • Coordinating multidisciplinary design teams, including civil, structural, geotechnical, mechanical, electrical, ventilation, drainage, fire/life safety, ITS, SCADA, controls, communications, traffic, roadway, environmental, and construction specialists.
  • Providing technical leadership for tunnel systems, underground structures, shafts, portals, support of excavation, structural systems, ventilation facilities, pump stations, and associated infrastructure.
  • Leading design reviews, constructability reviews, biddability reviews, risk workshops, value engineering, and quality control processes.
  • Serving as a key point of contact for clients, agencies, project partners, contractors, and internal leadership.
  • Developing clear project status updates, technical reports, presentations, decision logs, risk registers, and executive-level communications.
  • Helping identify, track, and pursue future tunnel, underground, transportation, and heavy civil opportunities.
  • Supporting business development through client engagement, capture planning, scope development, fee development, proposals, interviews, and presentations.
  • Mentoring engineers and project staff, sharing technical knowledge across Jacobs' local, regional, national, and global tunnel teams.
  • Representing Jacobs in client meetings, technical workshops, industry events, public meetings, and project presentations.
The final candidate could be located near Reston, Richmond or Virginia Beach Virginia with the ability to travel to project locations as needed.

  • Bachelor's degree in Civil, Structural, Geotechnical, Mechanical, Electrical, or related Engineering discipline.
  • Professional Engineer license in Virginia
  • Significant tunnel, underground, heavy civil, or transportation infrastructure experience, ideally including both design and project management responsibilities.
  • Demonstrated experience managing multidisciplinary engineering projects, including scope, schedule, budget, quality, staffing, risk, change management, and client communication.
  • Working knowledge of tunnel systems and infrastructure interfaces, which may include ventilation, fire/life safety, drainage, pumping, lighting, power, communications, controls, SCADA, ITS, traffic management, security, and emergency response systems.
  • Strong understanding of constructability, staging, sequencing, risk management, safety, and quality requirements for underground infrastructure.
  • Experience coordinating with public-sector transportation clients, DOTs, municipalities, agencies, contractors, subconsultants, and technical stakeholders.
  • Ability to lead technical teams, guide design decisions, review deliverables, resolve issues, and communicate complex information clearly.
  • Strong written and verbal communication skills, including technical writing, client presentations, proposal support, and executive-level reporting.
  • Ability to travel occasionally to Virginia Beach or other project locations.
Ideally, You'll Also Have:
  • Master's degree in Civil, Structural, Geotechnical, Mechanical, Electrical, or Tunnel Engineering.
