The Grants and Special Projects Manager oversees the day-to-day financial management of grants and contracts, financial analysis, compliance monitoring, reconciliation, reporting, and assists with budget development. Additionally, this role provides expert guidance to departments, ensures adherence to federal, state, and sponsor requirements, and supports institutional decision-making through advanced financial, analytical, and project-based accounting work. While the full annual salary range for this role is $97,460.24 to $118,759.57, successful candidates are typically hired at the beginning of the salary range (Level AF20, Step A) and receive scheduled salary increment increases in accordance with the applicable Collective Bargaining Agreement.

This position has been designated as a bargaining unit position represented by the AFT Professional Staff, Local 6431.

EXAMPLE OF DUTIES

Duty:

Grants and Contract WorkTasks include: Support Program Managers in developing, reviewing, and submitting grant and contract proposalsGenerate awards and create grant budgets in ctcLinkManage post-award financial activities to ensure compliance with federal, state, and sponsor requirementsReview expenditures and provide guidance to ensure compliance with award terms and rulesPrepare and modify grant budgets, including submission to SBCTC when requiredApprove travel and accounts payable vouchers for grant-related chargesReview and approve grant and contract invoicing prior to submission to Federal, State, Local, private grants and contractsReconcile external grant systems with internal transactions with internal accounting recordsCoordinate with Finance staff and Program Managers to ensure accurate transactions processing, including second journal setsPerform grant-related expense transfers and assist Program Managers with corrections, as neededExecute drawdowns from various grant systems when appropriate, including Financial Aid drawdown cash requestsConduct Financial Aid expenditure reconciliations and resolve discrepancies with Student Aid Scholarships, and/or Workforce Development officesTrack and reconcile grant required Time and Effort and payroll expenditures; recommend revisions, as appropriateEstablish user access and permissions in internal and external grant systemsMaintain comprehensive documentation, including awards, modifications, and expendituresProvide training to Grant and Budget ManagersWork closely with Director of Budget to support fiscal year-end close-out

Budget Development, Financial Analysis, and Special ProjectsTasks include: Assist in developing operating budget, providing strategic financial analysis to align departmental requests with institutional prioritiesLeads institutional accounting and finance special projects, as assigned by leadershipAssist in developing and maintaining a program vitality model to assess financial performance of the College's technical programsConduct and perform detailed financial analyses to support planning, resource allocation, and executive decision-makingTrack capital project budgets, expenditures, encumbrances, and diverse funding sourcesMaintain systems of internal controls to ensure accuracy, safeguard assets, improve operational efficiency, and ensure adherence to fiscal policiesSupport position control processes, including development of procedures for authorizing and funding new staff positionsAssist with review and analysis of State allocations proposalsAssist in monitoring state allocation spending to ensure accuracy and compliance with reporting requirementsRun database queries and prepare complex analytical reportsParticipate in and provide backup for other Budget and Finance operations, as needed
