Job Title Senior Project Manager - Statewide Emergency Alert / Public Safety Platform Implementation Location Wyoming - 100% onsite / in-state presence required Candidate must be available to work onsite with the client project team and state agency stakeholders. Travel, lodging, and related expenses must be included in the candidate's rate. Duration Up to 12 months / approximately 1,250 hours Target start: July 1, 2026 Role Summary We are seeking a highly experienced Senior Project Manager to lead the statewide implementation of an emergency alerting and public safety notification platform. The project will support a mission-critical emergency preparedness initiative involving a mass notification platform, panic button/mobile alerting capabilities, GIS/geofencing, multi-agency coordination, vendor management, executive reporting, and formal PMO governance. The Senior Project Manager will work closely with homeland security leadership, enterprise technology leadership, an executive steering committee, third-party vendors, system integrators, and multiple state and local agency stakeholders. The role requires a strong delivery leader who can manage a high-visibility implementation with clear communication, disciplined governance, risk management, and no-surprise escalation practices. Key Responsibilities Lead the full project lifecycle for a statewide emergency alert / public safety platform implementation, from initiation through deployment, stabilization, and knowledge transfer. Manage project scope, schedule, milestones, risks, issues, dependencies, change control, and stakeholder communications. Coordinate with executive leadership, agency directors, public safety stakeholders, technology teams, vendors, and system integrators. Develop and maintain required project governance artifacts, including: Project charter Scope statement Work breakdown structure Milestone schedule Stakeholder register Risk, issue, and change control logs Communication plan Training plan Executive status reports Knowledge transfer and internal ownership tracking Provide weekly project team status updates, regular risk and issue reporting, bi-weekly stakeholder reporting, and monthly or milestone-based executive steering committee updates. Hold vendors and system integrators accountable for delivery, performance, documentation, milestones, and timely issue resolution. Translate technical issues into clear business language for executive and non-technical stakeholders. Support implementation activities involving mobile integration, GIS boundaries, mapping, geofencing, emergency alerting workflows, and stakeholder adoption. Identify, analyze, and mitigate risks that could impact scope, schedule, budget, security, stakeholder adoption, or operational readiness. Facilitate project meetings, executive briefings, working sessions, status reviews, risk reviews, and escalation discussions. Support training, transition planning, documentation, and knowledge transfer to client staff. Required Qualifications 8-12+ years of enterprise-level IT project management experience. Proven experience delivering large-scale, multi-stakeholder technology implementations. Experience working in a formal PMO-governed environment with strict reporting, artifact, and governance requirements. Strong knowledge of project management methodologies, including PMBOK, Agile, Scrum, Waterfall, or hybrid delivery models. Demonstrated experience managing third-party vendors, system integrators, contracts, deliverables, performance issues, and escalations. Strong executive communication skills, including the ability to prepare concise status reports and present to senior leadership. Strong risk management, issue resolution, problem-solving, and decision-tracking capabilities. Experience coordinating across business, technical, security, operations, and executive stakeholder groups. Ability to work onsite in Wyoming for the duration of the engagement. Candidate must provide their own standard IT equipment and required productivity tools unless otherwise specified. Strongly Preferred Qualifications PMP certification. Agile/Scrum certification, such as CSM, PMI-ACP, SAFe, or equivalent. Experience in public sector, state government, homeland security, emergency management, public safety, critical infrastructure, or law enforcement-related environments. Experience with emergency alerting, mass notification, panic button, 911, telecommunications, radio/wireless communications, GIS/geofencing, or public safety technology platforms. Experience with FedRAMP-authorized or security-sensitive cloud platforms. Experience managing projects involving multiple agencies, jurisdictions, vendors, and executive steering committees. Experience with tools such as MS Project, Smartsheet, Jira, ServiceNow, Confluence, SharePoint, Teams, Power BI, Tableau, or similar reporting and collaboration platforms.
