HCEB develops and manages supportive housing and provides housing outreach with support for people with special needs. See www.hceb.org for more information. HCEB is seeking to fill a full-time position: Property Manager. The Property Manager leads HCEB's residential property at the Brookfield Senior Gardens development. The Property Manager reports to the HCEB Director of Property Management. This is a full-time, exempt position. HCEB values the following qualities for this position: Ability to communicate effectively in varied settings with clients and colleagues with diverse backgrounds Focus on results with ability to meet deadlines Excellent interpersonal and customer service skills Flexible and self-motivated with an ability to coordinate and prioritize workload Job Duties and Responsibilities Oversee HCEB's Brookfield Senior Gardens development property. Work cooperatively with partners at the property to ensure safe and secure residential operations. Responsible for leasing units Take complete ownership of the property's occupancy rate and turnover. Review prospective tenant applications for eligibility per the property's rental criteria. Complete online and in-person lease agreements with accuracy, review the lease terms with all residents, and sign lease agreements. Initiate and manage maintenance requests from residential and commercial tenants and their support staff Provide tenant and property-related information for compliance reporting Manage and dispatch maintenance staff and vendors and track maintenance job progress to completion Maintain all maintenance records and process vendor invoices for payment Perform regular preventative maintenance property inspections Run weekly 'Open Work Order" reports while following up with maintenance staff and vendors accordingly Closely monitor and pursue rent collections each month and record it in Yardi Execute tenant eviction strategies Evaluate and issue tenant notices as needed and required by funding Attend meetings with tenants and support staff as needed Other duties as assigned by the supervisor or their designee Communicate any health or safety issues to Management immediate Communicate any other issues or problems involving the building or residents to Management in a timely manner Communicate with residents, clients using commercial spaces and other staff as necessary; check email daily Mon-Fri. Alert police if unauthorized individuals are loitering on the grounds during the day or night Be available by telephone outside of office hours and weekends on an on-call basis Must reside on the premises; and perform all other assignments/tasks that are assigned by Management that are not covered in this job description and which the individual could reasonably be expected to perform. Maintain 40 office hours/week; this may include attendance at community meetings, providing access to vendors, meeting with tenants, clients, and commercial partners, communicating with Management, etc. Perform annual and interim tenant recertifications in compliance with housing regulations Be available to respond to emergencies- notify tenants to evacuate when necessary and contact appropriate emergency response authorities. Manage tenant requests and housing needs. Enforce house rules; investigate noise or disturbance complaints. Background and Educational Requirements History of progressively responsible related work experience, preferably in a non-profit organization Experience with residential and commercial property systems and functions Excellent PC skills, including word-processing and spreadsheets in a Windows-type environment HCV Housing Quality Standards (HQS) Certification, required Certified Occupancy Specialist (COS) Certification, required Must complete Microsoft Office online training courses Working knowledge of MS Excel and MS Word and Yardi products Experience with a double-bottom line residential property management philosophy Reliable personal vehicle (business-related mileage is reimbursed by HCEB) Candidates need not have all the preferred skills and experience to apply
