Job Description

POSITION SUMMARY
The HOA Portfolio Manager is responsible for the day-to-day management of an assigned portfolio of homeowner association (HOA) communities throughout the Sacramento, CA region. This role serves as the primary point of contact for Boards of Directors and homeowners, ensuring each community is managed in accordance with its governing documents, California Civil Code (Davis-Stirling Act), and industry best practices. The ideal candidate is a proactive, detail-oriented professional with strong communication skills and a solid foundation in community association management.
Key Responsibilities:
Community Relations Serve as the primary liaison between the Board of Directors, homeowners, vendors, and the management company. Prepare for, attend, and take minutes at monthly or as-needed Board meetings, including evening meetings as required. Advise Boards on governing document interpretation, enforcement, and risk mitigation. Respond to homeowner inquiries, complaints, and architectural requests in a timely and professional manner. Financial Oversight Assist in the preparation and administration of annual operating budgets and reserve studies for each community in the portfolio. Review monthly financial statements, delinquency reports, and assessment collections with Boards. Coordinate with the accounting department on accounts payable, special assessments, and reserve fund disbursements. Obtain and review bids for contracted services and capital improvement projects. Property & Vendor Management Conduct regular site inspections to monitor common area maintenance, curb appeal, and rule compliance. Solicit, negotiate, and manage vendor and contractor relationships, ensuring quality and contract compliance. Oversee enforcement of CC&Rs, Rules and Regulations, and Architectural Guidelines, including the violation and hearing process. Coordinate emergency response and risk management issues, including after-hours emergencies as needed. Administration & Compliance Maintain accurate, organized records for each association, including contracts, correspondence, and meeting minutes. Ensure compliance with California Civil Code requirements, including annual disclosures and required notices. Coordinate annual Board elections and assist with annual meeting logistics. Manage a portfolio of typically 8-12 communities, depending on size and complexity. Qualifications Required 3-5 years of experience as a Community Association Manager (CAM) or HOA Portfolio Manager. Working knowledge of the Davis-Stirling Common Interest Development Act and California HOA law. Strong written and verbal communication skills, including comfort presenting to Boards and homeowners. Proficiency with property management software, Zoom, and Microsoft Office. Valid California driver's license, reliable transportation, and ability to travel locally between properties. Ability to attend evening Board meetings as required by the portfolio. Physical Requirements & Work Environment Primarily an office-based role with regular local travel to community sites for inspections and meetings with vendors. Ability to walk property sites, including uneven terrain, stairs, and outdoor common areas. Occasional evening and after-hours availability for Board meetings and emergencies. Compensation & Benefits This is a full-time, exempt position with a salary range of $65,000-$85,000 annually DOE, commensurate with experience and portfolio complexity. Benefits typically include medical, dental, and vision insurance, paid time off, 401(k) and mileage reimbursement.

$67,000.00 - $86,000.00 per year
