Job Description

The General Manager will be certified through either California Association of Community Managers (CACM) or Community Association Institute (CAI) and maintain either a Certified Community Association Manager (CCAM) or Certified Manager of Community Association (CMCA) designation. The General Manager will perform the functions and duties as set forth in this section, and perform other duties as assigned by the Boards of Directors and Titan Management Group from time to time. The General Manager is "On Call" at all times.
General Functions:
The General Manager's powers and duties will include, but are not limited to: The General Manager will be responsible for the overall supervision and management of the Association, and will be responsible to both Titan Management Group and the President of the Board of Directors for the administration of all Association business as directed by the Board of Directors. The General Manager will keep at the Association's principal office a book of minutes of the Board and a copy of the Articles and By-Laws as amended to date. The General Manager will be responsible for the accounting of the Association, maintenance of adequate and correct books of the properties and transactions of the Associations, timely filing of mandated reports and forms as required by law, and will keep the Board of Directors informed as to the financial conditions and needs of the Association pursuant to California Civil Code §1365. The General Manager will prepare and submit to the Board a pro forma budget and capital outlay program, and upon its adoption, will be responsible for its administration and implementation. The General Manager will submit and make available to the Directors a complete report of the Association's finances at the end of each fiscal year in accordance with the California Common Interests Subdivision Act. The General Manager will appoint employees of the Association upon consideration of merit and fitness solely, and when he or she deems necessary, will remove or suspend employees for the good of the Association in accordance with personnel rules and regulations adopted by the Board of Directors. The General Manager will fix the compensation structure for all Association personnel within the limits established by budget appropriations. The General Manager will attend all Board meetings and committee meetings as necessary.

The General Manager will have discretion over the use of all Association property and, through the Chief Engineer, will be responsible for its repair and maintenance. The General Manager will be responsible for purchasing supplies, materials and equipment for the operations of the Association, will negotiate and execute contracts on behalf of the Association, and will maintain a complete accounting of purchases and contracts. The General Manager will enforce CC&Rs, Bylaws, Rules and Regulations, and acts of the Board of Directors. Other Functions 1. Assists the residents and staff in answering questions, interpreting, explaining and advising the public, owners and residents concerning the policies and procedures of the Association. 2. Assures the resident database is correct and updated at all times. 3. Professionally represents Titan Management Group and the Association with all residents, potential residents, vendors and staff at all times. 4. Attends and participates in all staff meetings as required.
