Position Summary The Property Manager is responsible for the overall operational, financial, regulatory, and physical performance of a Low-Income Housing Tax Credit (LIHTC) community. This individual will ensure compliance with federal, state, and local affordable housing regulations while providing exceptional customer service to residents, leading the onsite team, and maintaining a safe, attractive, and financially successful property. Successful LIHTC property managers oversee operations, leasing, compliance, rent collections, maintenance coordination, resident relations, and regulatory reporting while ensuring the community remains compliant with applicable housing requirements. Essential Responsibilities Property Operations Oversee the day-to-day operations of the apartment community. Supervise onsite staff including Assistant Property Manager, Leasing staff, and Maintenance personnel. Ensure excellent customer service for current and prospective residents. Maintain occupancy and leasing goals. Conduct regular inspections of buildings, common areas, and grounds. Coordinate maintenance activities to ensure timely completion of work orders and unit turns. Affordable Housing Compliance Ensure full compliance with LIHTC regulations and company policies. Oversee applicant eligibility, income certifications, annual and interim recertifications. Maintain accurate resident files and documentation. Prepare for internal and external compliance audits. Ensure compliance with Fair Housing, HUD (where applicable), and California landlord-tenant laws. Minimum Qualifications High school diploma or GED required. Associate's or Bachelor's degree preferred. Three (3) or more years of property management experience. Minimum two (3) years managing affordable housing or LIHTC communities strongly preferred. Previous supervisory experience preferred. Valid California Driver's License with an acceptable driving record. Required Knowledge & Experience Candidates should possess knowledge of: Low Income Housing Tax Credit (LIHTC) regulations Fair Housing laws California landlord-tenant law Resident certifications and recertifications Budget management Rent collections Leasing and marketing Property inspections Maintenance coordination Vendor management Technical Skills Microsoft Outlook Microsoft Word Microsoft Excel Property management software (Yardi Voyager preferred) General office equipment Preferred Certifications One or more of the following is highly desirable: Tax Credit Specialist (TCS) Housing Credit Certified Professional (HCCP) Certified Occupancy Specialist (COS) Skills & Competencies The successful candidate will demonstrate: Strong organizational abilities Excellent written and verbal communication Professional judgment Financial accountability Conflict resolution skills Strong attention to detail Time management Ability to manage multiple priorities Commitment to exceptional resident service Physical Requirements Ability to walk the property daily.
