RESIDENTIAL REAL ESTATE MANAGER NOTE
The Putnam County Property Appraiser's Office is a Tobacco-Free workplace.GENERAL DESCRIPTION
This is a highly responsible position requiring the supervision of field appraisers in the mass appraisal of residential property. Activities include coordination of field work, review and verification of data collected to calculate of property values, and research of market data. Work is performed under the supervision of the Chief Deputy and the Property Appraiser.ESSENTIAL JOB FUNCTIONS
Prioritizes workload and schedules, assigning duties to field appraisers to ensure completion of required appraisals in a timely manner. Reviews the work of staff to ensure accuracy, completeness and standardization of residential appraisals. Reviews all of the department's assessment production and assists appraisers in the valuation of complex and difficult properties. Participates in the hiring process of field staff. Responsible for field staff training, performance evaluation, and discipline as needed with assistance from the Chief Deputy and Property Appraiser. Performs more complex field evaluation functions in the assessment of residential property. Responds to citizens and other inquiries timely and accurately while communicating the position of the Property Appraiser in a positive, uniform, and consistent manner. Consults with builders, manufacturers, developers, and others to gather data for use in establishing square foot rates for the assessment of residential property. Investigates more complex complaints and confers with property owners or their legal representatives to explain methods, procedures and policies with respect to residential property valuations. Prepares Property Appraiser Office VAB (Value Adjustment Board) evidence packages and appears before the VAB to explain and defend assessments. Assembles supporting appraisal data and appears as an expert witness and/or gives testimony during litigation proceedings. Coordinates with other departments regarding valuation techniques, statistical analysis and calibration of computer models to accurately reflect the current market value of real property in compliance with state standards, as measured by the sales ratio analysis of the tax roll within the county. Ensures compliance with Department of Revenue rules, regulations, and statistical measures as it relates to mass appraisal values of residential real property. Responsible for the inspection and review of all agricultural property in the County. Oversees the office vehicle pool, including assignment of vehicles to staff, cleaning, repairs & maintenance. Makes recommendations to the Property Appraiser regarding budgetary needs. Works with other governmental agencies as necessary. Coordinates with other departments regarding qualification of sales and exemption eligibility.JOB DESCRIPTION

May be required to staff the Emergency Operations Center (EOC) or Field Operations Center (FOC) during emergency situations. May be required to conduct damage assessment in coordination with federal and state emergency management offices during the aftermath of local disasters such as hurricanes or tornadoes. Contingencies such as these may require after-hours or weekend duty.MINIMUM QUALIFICATIONS
KNOWLEDGE, ABILITIESAND SKILLS
Knowledge of real estate appraisal methods and techniques. Knowledge of general construction methods, products, and workmanship typically used in residential homes. Knowledge of the Florida statutes and Department of Revenue regulations and statistical parameters governing appraisal of property. Knowledge of legal descriptions and related means of locating property. Ability to make accurate and rapid mathematical calculations. Ability to draw dimensional outlines of structures to the proper scale both by hand and digitally. Ability to tactfully answer questions and give information to the public. Ability to supervise the work of the Field Appraisers. Proficient in Microsoft Office and Apex software.EDUCATION AND EXPERIENCE
Graduation from an accredited four-year college or university with major course work in real estate appraisal assessment administration or related field is preferred. A combination of education and relevant experience may be substituted for a four-year degree. Four years of experience in a supervisory capacity related to mass appraisal.LICENSES, CERTIFICATIONS, OR REGISTRATIONS
Ability to become a Certified Florida Evaluator within two years. Possession of a valid Florida Driver's License. Possession of a State-Certified General Appraiser's License or State-Certified Residential Appraiser's License preferred but not required. Special consideration will be given to applicants who permanently reside in Putnam County or will relocate to Putnam County within six (6) months of being hired.ESSENTIAL PHYSICAL SKILLS
Acceptable eyesight and hearing (with or without correction) Ability to sit at a desk and view a display screen for extended periods of time Ability to climb and descend stairs and walk in rough terrain when inspecting rural properties.JOB DESCRIPTION
