PROPERTY MANAGER - PERMANENT SUPPORTIVE HOUSING
General Summary:
The Property Manager oversees all aspects of property operations for Mend Culture's Permanent Supportive Housing portfolio, ensuring safe, well-maintained, and compliant housing for formerly unhoused individuals. This position is responsible for vendor management, maintenance coordination, property inspections, regulatory compliance, budget oversight, and supervising the leasing consultant. The Property Manager serves as a critical bridge between property operations and supportive services, fostering housing stability through trauma-informed property management practices. Full-time (40 hours/week) with flexible scheduling based on program and property needs.Specific Duties and Responsibilities:
The statements describe essential functions but are not all-inclusive. Individuals may perform other duties as assigned. Percentages estimate the time spent on each duty.Property Operations and Maintenance Management:
Oversees day-to-day operations of the 112-unit Permanent Supportive Housing property Conducts regular property inspections to ensure compliance with housing quality standards (HQS), safety codes, and habitability requirements Coordinates preventive maintenance schedules with Maintenance personnel and oversees the timely completion of repairs Manages relationships with vendors, contractors, and service providers Solicits bids, negotiates contracts, and monitors vendor performance Ensures emergency maintenance requests are addressed promptly and appropriately Maintains property grounds, common areas, and building systems in excellent condition Oversees turnover processes, including unit preparation, inspections, and make-ready coordination Implements property improvement projects within budget parameters Maintains inventory of property assets, supplies, and equipment Ensures properties meet all local, state, and federal safety and building code requirementsRegulatory Compliance and Quality Assurance:
Prepares properties for move-ins and coordinates annual HQS inspections and other regulatory reviews Maintains a comprehensive understanding of Section 8, PSH, and affordable housing program requirements Develops and implements property policies and procedures in alignment with best practices Ensures full compliance with HUD regulations, Fair Housing laws, and funding source requirements Ensures tenant files contain all required documentation and meet audit standards Monitors compliance with lease agreements and occupancy requirements Coordinates fire safety inspections, building inspections, and certification renewals Maintains accurate records of all inspections, violations, and corrective actions Implements corrective action plans to address compliance deficiencies Stays current on changes to housing regulations and updates procedures accordingly Prepares detailed compliance reports for funders, regulatory agencies, and leadershipFinancial Management and Budgeting:
Develops and manages annual property operating budgets for the PSH portfolio Monitors expenses and maintains budget controls to ensure fiscal responsibility Processes vendor invoices and maintains accurate accounting records Tracks capital improvement needs and develops multi-year maintenance plans Analyzes property financial performance and provides regular reports to leadership Manages security deposit accounts and ensures proper handling of tenant funds Oversees rent collection processes and collaborates with the leasing consultant on accounts receivable Identifies cost-saving opportunities while maintaining quality standards Prepares financial projections for property acquisition and development planning Collaborates with the finance team on budget variance analysis and forecastingTeam Leadership and Supervision:
Oversees leasing operations, including tenant screening, lease execution, and move-ins Ensures team maintains trauma-informed, person-centered approach to tenant interactions Facilitates regular team meetings to coordinate property operations and address challenges Provides training on Fair Housing, safety protocols, and property management best practices Reviews and approves lease agreements, rent calculations, and tenant documentation Supports conflict resolution between staff members and promotes collaborative teamwork Delegates tasks effectively and monitors completion to ensure operational efficiencyTenant Relations and Community Development:
Serves as an escalation point for complex tenant concerns and lease violations Collaborates with the case management team to support tenant housing stability Addresses tenant complaints professionally using trauma-informed de-escalation techniques Facilitates community meetings and tenant engagement activities as appropriate Works with residents to foster positive community culture and mutual respect Coordinates lease enforcement procedures while prioritizing housing retention Participates in eviction prevention efforts in collaboration with the supportive services team Maintains professional boundaries while demonstrating compassion and respect Supports reasonable accommodation requests in compliance with Fair Housing requirementsKnowledge, Skills, and Abilities:
Comprehensive knowledge of property management principles, practices, and regulations Strong understanding of HUD programs, Fair Housing laws, and affordable housing compliance Proven experience with budget development, financial management, and expense control Excellent vendor management and contract negotiation skills Knowledge of building systems, maintenance practices, and construction terminology Proficiency in property management software and Microsoft Office Suite Strong leadership abilities with experience supervising and developing staff Exceptional organizational skills with the ability to manage multiple properties and priorities Excellent problem-solving skills and sound decision-making abilities Strong written and verbal communication skills Understanding of trauma-informed care and harm-reduction principles Ability to maintain confidentiality and exercise professional judgment Valid driver's license and reliable transportation for property site visits Crisis management skills and the ability to respond calmly to emergencies Cultural competency and commitment to serving diverse populations with dignityWhat We Offer:

Bachelor's degree in Property Management, Business Administration, Real Estate, or related field preferred; equivalent experience considered Minimum 3-5 years of property management experience, with affordable housing or supportive housing strongly preferred In-depth knowledge of HUD regulations, Fair Housing laws, and housing quality standards Experience with budget management and financial oversight Familiarity with Section 8, PSH, or other subsidized housing programs Strong understanding of landlord-tenant laws and lease administration Experience managing vendor relationships and maintenance operations Proficiency in property management software and database systems Certified Property Manager (CPM) or similar certification preferred but not required Excellent interpersonal skills and ability to work collaboratively across departments Commitment to trauma-informed practices and serving vulnerable populations Valid driver's license and ability to travel between property sitesPhysical Requirements:
Ability to conduct property inspections, including climbing stairs and accessing all areas of buildings Ability to lift up to 25 pounds occasionally Extended periods of standing and walking during property inspections Ability to work in various weather conditions during exterior property assessments Ready to be part of something meaningful?
