$26.44-$33.65/hr
Summary:
Under the broad supervision of the Housing Director for Residential Services of GRI/ILH, the Property Manager, performs a variety of duties at assigned HUD Property sites of Independent Living Horizons Inc. The primary responsibility of the Property Manager is to provide operational management of each assigned property including collection of rents, coordination of tenant leasing with leasing agent, emergency oversight, collaboration on property upkeep, repairs and landscaping needs. Responsibilities also include good tenant relations and communications of property notices. The Property Manager will provide supervision and support over Assistant Property Manager assigned to other ILH properties, and is expected to be a team member with other GRI/ILH employees and in assisting other personnel as needed.
Qualifications:
1. Two years college or equivalent experience. 2. No felony convictions. 3. Ability to perform physical demands of the job as described under Essential Functions. 4. Managerial skills. 5. Supervisory skills. 6. Experience working with people with disabilities and senior citizens preferred. 7. Good problem-solving skills. 8. Good interpersonal skills. 9. Computer skills, including Word-processing, Excel, Publisher, Altera Time and Attendance and Occupancy/Leasing and Rents software. 10. Working knowledge of financial, accounting and budgeting principals to track budgets on a monthly basis. 11. General office experience to include record keeping and filing. 12. Ability to multi-task 13. Customer Service experience required. 14. Valid drivers license and insurability. 15. CPO certified
Major Duties and Responsibilities:
1.Directly supervise Assistant Property Manager as assigned and assists in the supervision of all Residential Services Volunteers while prioritizing workload and performing day to day office duties in an efficient and professional manner. 2. Ensures assigned resident certifications are done in a HUD compliant manner for assigned properties and supervised properties of subordinates. 3. Keep supervisor apprised of any issues that can not be resolved in a timely manner or that may have potential to do harm to the property, residents or could compromise the Quality of our service to Customers as defined by Employee Code of Conduct Policy and 4350.3 Rev 1 Change 4. 4. Ensures that all residents are receiving Initial, 120, 90, 60- and 30-day notices as prescribed by HUD handbook 4350.3 Rev 1 Change 4. 5. Performs move-in and move-out procedures for residents on assigned properties once cleared and processed by Leasing Agent. Assures maintenance supervisor is present when move-out walk throughs are done to ensure all required repairs are documented. Assures new tenant files on all properties are set up accurately and in compliance with RS procedures. Maintain move-out files in accordance with RS procedures. 6. Verifies calculation worksheet prepared by Leasing Agent for Initial move-in is accurate and complete. Has the ability to train subordinates on how to perform this task correctly. 7. Maintains tenant files as current and up to date. Verifies that files on all properties are always Audit ready for surprise Internal Audits. Keeps supervisor apprised of any issues that would hinder this or could be subject to findings. 8. Prepares deposits slips and submits to accounting weekly per Rent Collection policy to assure accountability and multiple layers of verification. Records rent payments received to tenant ledgers in Real Page on a daily basis. Tracks rent payments and advises supervisor and Accounting via rent roll form and other prescribed tracking measures of delinquent payments. Ensures that all offices are sending out appropriate notices to residents who are delinquent as well as following up on resolution tactics and progress. Maintains tenant ledgers in Real Page to ensure accuracy. Verifies all ledgers are accurate before each month is closed out, to alleviate errors in Accounting. Notifies Controller of any discrepancies and resolves in a timely manner. 9. Maintains good guest relations. Communications exhibit respect and concern for tenants, peers, and other team members. Respects the dignity and confidentiality of each tenant, serves as a tenant advocate and coordinates services with the Service Coordinator. Participates in GRI/ILH sponsored community activities or represents GRI/ILH in community activities. 10. Organizes and facilitates Resident Activities of assigned properties. Assists with Community Newsletter and ensures distribution to all properties. Keeps Residents apprised of any HUD or GRI/ILH mandated changes in programs, structure, policies or procedures. 11. Assures the curb appeal of all assigned communities and community space of assigned sites are maintained in a clean and manicured state. 12. Exhibits fiscal accountability through cost-effective use of time, materials, and other resources. Manages assigned properties within approved annual budget(s) and ensures all expenses are allocated budget amounts. Obtains prior approval from Housing Director & Controller of any expenses needed not included in annual budget allocations. 13. Effectively provide supervision of all Residential Services staff and/or volunteers in the absence of Housing Director when assigned. 14. Maintains required CEU's for any and all attained designations per Originating Entity's guidelines. 15. All other duties as assigned by the Housing Director of Residential Services or CEO of GRI. Environmental Conditions:

Physical Demands:
Must be able to perform simple maintenance task after maintenance work hours, i.e. changing filters, changing light bulbs, changing fire alarm battery or using a plunger. Maximal physical effort required, normally dynamic in nature. Must be physically able to physically push a manual wheelchair while occupied. Must be able to stand and walk for prolonged periods of time unless hindered by disability or injury as prescribed in item 1 under Essential Functions. Must have the ability to stoop, crouch, kneel, bend, push, pull, use ladder with ability to climb 3 steps minimum and lift over 25 lbs on a regular basis unless hindered by a disability or injury as prescribed in item 1 under Essential Function. Must be able to coordinate hands/eyes/feet while working or assisting residents. Requires the ability to handle a variety of office equipment, control knobs, switches, cords, papers, etc. Must have the ability to use one hand for twisting or turning motion while coordinating the other hand with different activities. Must be able to differentiate between colors and shades. Must have clarity of vision at 20 feet or more to provide for the safety of residents and self. 4.

Must communicate complex ideas and information in an organized, clear, and concise manner, verbally and in writing. Must have the ability to learn new theories and techniques and integrate them with existing bodies of knowledge and experiences. 5.
Temperaments:
Able to perform under stress when confronted with emergency, critical, or unusual situations. Capable of dealing with periodic cyclical workload pressures and levels of responsibility, required to make independent judgments without supervision. Able to make generalizations, evaluations, or decisions based on sensory or judgmental criteria. Performs a variety of duties; often changing from one task to another of a different nature without loss of efficiency or composure. Perform job duties beyond giving and receiving instructions. 6.
Working Conditions:
Must be able to work in a highly varied work schedule. Job requirements often include long or irregular work hours. On call duty may require that an individual operate around the clock seven days a week, and staff may be called upon to solve emergency problems at any time. Conferences, Training, and professional association and educational activities all may demand extra time and travel.
