Full-Time, 32-hour work week Ua Hale Aʻela Program Overview Ua Hale Aʻela is Hawaiian Community Assets' (HCA) statewide rent-to-own and scattered-site housing development program designed to transition low- and moderate-income families into long-term homeownership opportunities. The program acquires, rehabilitates, and prepares homes for rent-to-own pathways while families receive financial coaching, homebuyer readiness support, and operational guidance throughout the process. Ua Hale Aʻela includes scattered-site acquisitions, rehabilitation of existing housing, CPR conversions, zoning transitions, formation of new homeowner associations (HOAs), Maui wildfire recovery housing, and future multifamily and new construction development. Position Summary The Ua Hale Aʻela Operations Manager is responsible for overseeing the operational systems, documentation management, lender coordination, compliance tracking, escrow coordination, client operational communication, and capital administration functions supporting Hawaiian Community Assets' housing production activities. This role also acts as a key operational liaison for participating families, helping clients navigate program logistics, operational timelines, contract-related questions, HOA processes, and non-counseling aspects of the Ua Hale Aʻela pathway. Reporting Structure Reports directly to the Director of Housing & Community Investment. Works collaboratively with the Ua Hale Aʻela Associate Director, Ua Hale Aʻela Operations & Project Manager, Ua Hale Aʻela Maui Project Manager, Housing Specialists, Director of Finance, Director of Compliance, Grant Writer, Marketing Team, Brokerage Team, and Property Managers. Unit Operations & Asset Setup Ensure insurance policies are activated and maintained throughout rehabilitation and occupancy periods. Coordinate utility transfers and activation for newly acquired or renovated units. Track property-level operational readiness requirements prior to occupancy or sale. Maintain unit readiness and turnover checklists for each project. Capital & Lender Coordination Serve as the lead operational point of contact for prospective and active lenders supporting Ua Hale Aʻela projects. Coordinate communication with banks, CDFIs, philanthropic lenders, and capital partners. Track and organize lender-requested documentation during underwriting, approval, and reporting processes. Work closely with the Director of Finance to maintain systems for lender engagement, repayment tracking, and reporting compliance. Assist in preparing financing packages and supporting documentation for acquisition, construction, rehabilitation, and revolving credit facilities. Monitor lender conditions, covenants, reporting deadlines, and disbursement requirements. Documentation & Compliance Coordination Maintain complete and organized digital and physical files for all housing production projects. Assemble documentation packages required for lender draw requests, reimbursements, and monitoring reviews. Collaborate with the Grant Writer and Director of Compliance to provide accurate production data and supporting materials. Ensure all project documentation remains audit-ready. Legal, Escrow & Contract Coordination Coordinate documentation flow between HCA, lenders, escrow, title companies, contractors, brokers, and outside counsel. Track contractual deadlines, escrow milestones, and required closing documentation. Coordinate documentation required for HOA formation, CPR conversions, and property disclosures. Client Operations & Program Coordination Serve as a primary operational liaison for Ua Hale Aʻela participants regarding program processes, timelines, and contract-related questions outside the scope of HUD counseling. Respond to client questions related to rent-to-own structure, escrow and closing processes, HOA formation, renovation timelines, and operational procedures. Coordinate closely with Housing Specialists and Project Managers to ensure consistent and accurate information. Work collaboratively with the Marketing Team to identify marketing needs and client-facing communication gaps. Coordinate development of branded materials, FAQs, presentations, and program explanations for prospective and current participants. Support community meetings and informational sessions related to CPR conversions, HOA formation, and homeownership opportunities. Internal Controls & Process Development Develop and maintain standardized operational checklists and tracking systems. Improve documentation workflows across the Housing & Community Investment Division. Support KPI tracking by maintaining accurate production, readiness, and capital records. Required Qualifications 3-7 years of experience in housing operations, real estate transactions, affordable housing, lending, escrow, title, project administration, or compliance environments. Strong documentation management and operational coordination skills. Experience coordinating with lenders, banks, CDFIs, government agencies, or funding partners. Ability to communicate complex operational processes clearly to clients and partners. Preferred Qualifications Experience in affordable housing development, housing operations, real estate transactions, lending, escrow, title, or mortgage servicing. Understanding of capital stack requirements, lender reporting, and grant-funded project operations. Experience supporting CPR conversions, HOA formation, or multifamily housing operations preferred. Experience working within mission-driven, nonprofit, or community development organizations preferred. Working Conditions Hybrid office environment with periodic site visits and community meetings. Regular interaction with lenders, attorneys, brokers, contractors, property managers, and participating families. Occasional evening or weekend meetings/events may be required. Additional Duties This position may be required to perform additional duties as assigned to support the evolving needs of Hawaiian Community Assets and the continued expansion of the Ua Hale Aʻela housing program.Compensation and Benefits Salary Range:
