at Department of Central Management Services in Springfield, Illinois, United States Job Description Position Summary The Department of Central Management Services Bureau of Property Management is seeking a Transactions and Property Administration Assistant Division Manager. This Division administers all leases within the CMS portfolio consisting of over 350+ leased and real estate sites located throughout Illinois. This position is tasked with assisting the Division Manager with overseeing outside agencies on Transactions and Property Administration functions and on issues associated with the Master Space Planning Standards and process in the identification of operational needs, budgetary requirement, Strategic Planning and Space Management. Position will coordinate all leasing documents and approval from necessary divisions, ensuring that all approvals are received in a timely manner and that all code and regulations are met and upheld. Position Essential Functions Subject to administrative approval of the Bureau of Property Management (BoPM) Transactions & Property Division Manager, serves as the Transactions & Property Assistant Division Manager, which includes Procurement and Space Management. Assists the BoPM Transactions & Property Division Manager with the management of tracking approvals for the Lease Production Process. Implements the day-to-day and long-term strategies of the Transactions and Leasing Department. Assists the BoPM Transactions & Property Division Manager in the development and implementation of all policies, procedures, and guidelines for the State Transactions Management System. Provides oversight on data input, policies, and procedures related to the electronic procurement system. Serves as full line supervisor. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill, and mental development equivalent to four (4) years of college with coursework in General Administration, Business Marketing, Property Management, Real Estate, Procurement, or Database Management. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience with Property Transactions such as real estate, leasing, legal, procurement, and/or space planning. Requires three (3) years of experience supervising a team of professional staff. Preferred Qualifications Prefers three (3) years of professional experience gaining knowledge of generally accepted real estate principles, practices, and procedures including terms and conditions applicable to lease agreements. Prefers three (3) years of supervisory experience of professional staff which including in office and hybrid employees. Prefers three (3) years of professional experience developing strategies around meeting critical deadlines including management processes, workloads, and staff engagement.  Prefers three (3) years of professional experience working in procurement or purchasing. Prefers three (3) years of professional experience developing and implementing policies and procedures.  Prefers a bachelor’s degree or higher in real estate, property management, business administration or a related field. Conditions of Employment Requires completion of a background check and self-disclosure of criminal history. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends. This also requires the ability to work in a 24 hour ‘on call’ capacity. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires a valid driver’s license. Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
