Job Description

Manager of Residential Programs Reports To:
Executive Director FLSA Status:
Exempt Position Summary The Manager of Residential Programs provides comprehensive leadership, operational oversight, and regulatory compliance management for all residential services. This role ensures high quality supports, safe and well maintained residential environments, effective staffing, accurate documentation, and adherence to state and federal requirements. The Manager of Residential Programs oversees daily operations, supervises residential staff, manages compliance and billing processes, and supports organizational growth and mission alignment. Essential Duties & Responsibilities Program Leadership & Operations Oversee daily residential operations to ensure quality services, staff accountability, and compliance with all organizational policies and state/federal regulations. Lead transitions for new individuals entering residential services. Conduct Personal Outcome Measures (POM) interviews in accordance with CQL standards. Ensure compliance with Provider Agreements through FSSA, DDRS, and BDS. Complete required waiver documentation, surveys, reverifications, and audits. Support accreditation continuation, including mid cycle audits, re accreditation surveys, and corrective action plans. Participate in leadership meetings, case meetings, and organizational planning. Staff Supervision & Human Resources Provide direct supervision of Residential Team Leads and Direct Support Professionals. Oversee recruitment, interviewing, onboarding, orientation, and annual training for all residential staff. Manage employee performance, including evaluations, coaching, corrective action, and conflict resolution. Participate in internal investigations as assigned. Oversee background checks, OIG exclusions, BMV checks, and onboarding compliance. Serve as the organization's HIPAA Privacy Officer. Foster a positive, team oriented work environment that promotes professionalism, collaboration, and staff retention. Compliance, Risk Management & Reporting Investigate allegations of abuse, neglect, exploitation, or mistreatment. Complete investigation summaries and required reporting to APS, CPS, BDS, case managers, and guardians. File incident reports in accordance with
BDS/BQIS
policies and ensure timely team notification. Maintain accurate and timely documentation related to compliance, investigations, and regulatory reporting. Oversee documentation accuracy including Sandata review, corrections, and compliance tracking. Billing, Payroll & Financial Oversight Oversee payroll preparation, including review of timecards, mileage, and HRA submissions. Coordinate submission of parent hours and payroll documentation. Complete monthly billing through the IHCP Portal, ensuring accuracy of service codes, units, modifiers, and documentation. Review remittance advice (RA) and investigate denied or suspended claims. Assist with development and monitoring of the residential budget. Monitor individual budget hours, PA spans, and unit utilization. Submit Budget Modification Requests (BMRs) and long term budget requests through the DDRS Portal. Serve as backup support for billing and payroll functions as needed. Representative Payee Services Serve as Representative Payee for assigned individuals. Complete redeterminations for Medicaid, Social Security, and public benefits. Manage individual accounts, spending funds, and benefit limits. Pay approved individual expenses and maintain accurate financial records. Manage

accounts. Complete annual state and federal tax filings and Social Security Rep Payee reports. Property & Facilities Oversight Oversee maintenance, safety, and condition of all residential properties. Assess and coordinate responses to property work orders, determining appropriate repair methods and vendor involvement. Maintain and utilize an approved vendor list; coordinate scheduling and equipment ordering. Ensure major repairs and significant expenses receive approval from the Executive Director. Monitor property maintenance records and repair histories. Conduct quarterly inspections and track safety and facility systems, including: o Smoke detectors and fire extinguishers o Furnaces and filters o Water heaters o Flooring, doors, windows, and locks o Leak detection and general safety checks Community Relations, Marketing & Outreach Maintain the state POC/Pick List to ensure accurate tracking of individuals awaiting residential placement. Communicate regularly with case managers regarding current and upcoming residential openings. Provide timely updates on availability, projected openings, and transition readiness. Collaborate with case managers to support smooth transitions for individuals entering residential services. Ensure all required documentation and communication related to openings and placements is completed accurately and promptly. Administrative & Organizational Support create purchase orders and upload documentation for accounting review. Manage incoming organizational voicemails and coordinate appropriate follow up. Attend quarterly meetings and communicate relevant updates to residential teams. Provide limited direct care coverage only in urgent or emergency situations. Complete additional duties and special projects as assigned by the Executive Director.
Pay:
$50,000.00 - $60,000.00 per year
