This position is responsible for performing advanced professional administrative and program management work directing resident engagement, cross-departmental coordination, and implementation of a neighborhood-based sewer repair and revitalization initiative. The position ensures alignment between sewer targeting decisions, zoning updates, developer incentive structures, and neighborhood revitalization priorities to support coordinated and equitable redevelopment outcomes. Responsibilities Develops and implements outreach strategies to secure participation from property owners. Develops communication strategies framing neighborhood investments within broader systemwide utility strengthening objectives. Conducts neighborhood meetings and workshops to gather feedback and prioritize improvements. Negotiates and manages agreements permitting private sewer line repairs. Coordinates with Utilities and Community Development to align repair schedules and infrastructure improvements. Tracks participation rates and milestone completion. Prepares reports and presentations for executive leadership and City Council. Monitors risks to timelines, budgets, and stakeholder satisfaction and recommends corrective action. Coordinates with housing developers to align sewer capacity gains with new development opportunities. Assists in sequencing of policy actions, neighborhood selection, and implementation milestones to ensure orderly program rollout. Develops engagement strategies responsive to renter-heavy neighborhoods and split incentives between property owners and utility account holders. Identifies community resources and coordinates with rehabilitation programs and other community services to address homeowner needs identified through resident interviews and engagement activities. Assists in identifying and coordinating local, state, federal, and private funding sources to concentrate investment in priority geographies. Coordinates with relevant departments to align utility reimbursement policies and developer incentive structures with targeted redevelopment areas. Performs related work as required. Tracks and reports on the conversion of unlocked sewer capacity into housing unit commitments and building activity within targeted geographies. Skills
