Job Description

TriSource is seeking a dynamic, dedicated, organized and detail oriented Program Manager to oversee the effective daily operations, quality, and compliance of our developmental disabilities administration (DDA) residential, day, and personal support programs. In this role, you will manage multiple program sites in the Baltimore County area and provide direct supervision to House Managers, supervisors, and program staff. Reporting to the Program Director, you will play a key role in strengthening program consistency, improving operational efficiency, and ensuring individuals receive top-tier, person-centered support to thrive in their daily lives and communities.
Pay Rate:
$28•31/hour
Shift & Schedule Hours:
Must be flexible to work Monday-Friday, 9:00 AM•5:30 PM OR 11:00 AM•7:00 PM based on program needs.
On-Call:
24/7 on-call coverage responsibilities for assigned homes.
Qualifications Experience:
Minimum of 5 years of experience in residential or human services program management (Required).
Regulation Knowledge:
Strong, demonstrated understanding of DDA and COMAR regulations and compliance requirements (Required).
Education:
Bachelor's degree in Human Services, Business Administration, or a related field (Preferred).
Leadership:
Proven success managing multiple program locations and supervising staff teams.
Travel & License:
Valid driver's license, reliable transportation, and the ability to travel between program sites as needed.
Skills:
Excellent leadership, communication, and problem-solving abilities.
Key Responsibilities Program Operations & Quality:
Oversee daily operations across all programs to ensure absolute compliance with DDA licensing, health, and safety standards.
On-Call Management:
Manage 24/7 on-call coverage for assigned residential homes.
Site Compliance:
Conduct regular scheduled and unscheduled site visits to assess program quality, review documentation, and inspect environmental conditions.
Staffing & Scheduling:
Manage staffing levels, schedules, and attendance to ensure sufficient coverage and full adherence to Person-Centered Plans (PCP).
Leadership & Development:
Supervise, coach, and mentor House Managers to promote a culture of accountability, respect, and high team performance.
Direct Care Training:
Provide training on essential daily living tasks, including cleaning, cooking from established meal plans, feeding, administering medications, and maintaining personal hygiene.
Client Care Coordination:
Monitor the health and medical needs of individuals, ensure timely completion of medical appointments, and collaborate with nursing and external case management teams.
Financial Oversight:
Monitor and assist with the personal finances of individuals, ensuring all purchases are pre-approved, documented, and accounted for.
Administrative Compliance:
Review and approve program documentation, incident reports, billing records, and attendance logs to maintain continuous audit readiness. Apply Today!
