GENERAL FUNCTIONS
The Chief Information Officer (CIO) serves as the College's senior leader for information technology, responsible for the strategic planning, implementation, security, and management of academic and administrative technology systems. The CIO oversees technology policy, budgeting, and institutional computing resources. As a member of the President's Cabinet, the CIO advises on the strategic and operational implications of technology-related decisions.SPECIFIC RESPONSIBILITIES
Provide executive leadership and support to the IT division that includes planning and implementing division goals, objectives, policies, and procedures; leads organizational change management efforts related to major technology initiatives to ensure effective adoption and user readiness. Provide the following executive planning and leadership: Guides the development of the College's Information Technology Master Plan, in support of the College's strategic plan. Establishes and reviews long range planning, goals and priorities for IT resources and services. Collaborates with the department of Institutional Research and Planning to integrate technology, data, and analytics initiatives into the broader institutional strategy. Oversees the annual IT Operational Plan and service management framework, ensuring reliable, high-quality delivery of academic and administrative technology services. Manages prioritization and implementation of all institutional technology projects; Provide oversight of enterprise infrastructure, cloud services, and vendor relationships; ensures contracts, warranties, maintenance, and service agreements meet institutional, security, and compliance requirements. Develops and administers the IT operating budget; seeks grant funding and shared-service opportunities; and ensures cost-effective sourcing of technology solutions. Works with all academic and administrative units to support instructional innovation, operational effectiveness, and comprehensive user training. Establishes and regularly maintains procedures and internal controls governing the appropriate, ethical, and effective use of institutional technology resources. Provides leadership for the evaluation and responsible use of artificial intelligence and emerging technologies, in collaboration with executive leadership and governance bodies. Ensures compliance with applicable federal, state, SUNY, and regulatory requirements related to information systems, data privacy, and digital records retention. Ensures that applications, digital content, and systems comply with accessibility standards and legal requirements, including oversight of new and modified content. Serves as the College's Chief Information Security Officer (CISO), and leads an Information Security Program Team for oversight of the College's Information Security Program; oversees cybersecurity risk management, incident response, and regulatory compliance; ensures development, testing, and maintenance of disaster recovery and business continuity systems. Participates in and helps to lead the college's IT Governance committee and executive team. Ensures a focus on alignment of the committee with the college's strategic plan. Attends Board of Trustee meetings and provides reports as requested. Ensures those responsible for data governance, analytics, and decision-support initiatives meet data quality, integrity, privacy, and effective use standards. Represents the College in SUNY, regional, and professional technology organizations. Develops staff capability through professional development, succession planning, and organizational effectiveness initiatives. Performs other duties as requested by the President of the College.Requirements:
EDUCATION
Master's degree in Computer Science, Educational Technology, Engineering, Business Administration, Education Administration, Leadership, or related field required. Doctorate preferred.EXPERIENCE
Minimum of six years of progressively responsible experience working in Information Technology, or in a role that involves a deep knowledge of IT for example: software, data governance/management, systems, and/or security. Current experience, training and/or academic coursework with information technology systems in use at a college or university setting or other systems available in the information technology industry preferred. Experience that demonstrates the ability to communicate and work effectively with administrators, faculty, students, and staff in an educational setting. Must be able to demonstrate sensitivity to people with diverse cultural and racial backgrounds.KNOWLEDGE SKILLS AND ABILITIES
In-depth and up-to-date knowledge of computer networks, databases, cloud and on-premise technologies, information security, and emerging trends in artificial intelligence. Organizational, communication and leadership skills necessary to work effectively with faculty, staff, students, trustees, and SUNY System Administration. Demonstrated leadership, organizational, fiscal management, project management, policy development, and service management skills.Additional Information:

This is a twelve-month, full-time, exempt position. Salary, benefits, and conditions of employment are as set by Procedure 230.
