Full Job Description Description:
We are seeking an experienced Residential Program Manager with demonstrated experience supervising residential services for a minimum of six (6) and a maximum of twelve (12) individuals served . The Program Manager will provide direct oversight, supervision, and leadership to Lead Staff and Direct Support Professionals (DSPs) across assigned residential sites. This role is responsible for ensuring the delivery of person-centered services to individuals with intellectual and developmental disabilities (IDD) in compliance with applicable regulations, including ODP requirements, and Performance-Based Contracting (PBC) standards. The Program Manager supports daily operations, staff performance, training compliance, and quality assurance to ensure consistent service delivery, regulatory compliance, and positive program outcomes. Driving between sites (up to 25 miles) is required.
Responsibilities:
ODP 6400-Licensing & PBC Provide direct leadership and supervision to Direct Support Professionals to ensure services are delivered in compliance with 55 Pa. Code Chapter 6400, applicable ODP regulations, licensing standards, agency policies, and ODP Performance-Based Contracting (PBC) requirements Ensure continuous compliance with all applicable federal, state, and local regulations governing residential services for individuals with intellectual and developmental disabilities (IDD) Support the implementation of ODP Performance-Based Contracting (PBC), which enhances the management, quality, and accountability of residential services and supports coordination Develop, implement, and monitor program operations to ensure the health, safety, rights, and well-being of individuals served Ensure adequate staffing coverage at all times by overseeing staff schedules, shift assignments, and contingency planning Training & Staff Competency
ODP 6400 & PBC
Conduct, coordinate, and document all New Hire Orientation and required initial trainings in accordance with ODP 6400, ensuring staff complete all state-mandated, agency-required, and program-specific training prior to independent work Ensure completion, tracking, and documentation of all Annual and refresher trainings as required by
ODP 6400, ODP
bulletins, and agency policy Maintain and enforce a Training Compliance Matrix aligned with
ODP 6400
requirements, which identifies required trainings, timelines, renewal cycles, and staff competency expectations Monitor staff training status and proactively address lapses to ensure continuous compliance and audit readiness Provide ongoing training and skill reinforcement related to personal care, medication administration, behavioral supports, emergency preparedness, and person-centered practices Program Oversight & Compliance Conduct ongoing staff supervision through documented coaching, performance evaluations, corrective actions, and recognition, in alignment with agency human resources policies Develop, implement, and monitor structured activity programming, including Meaningful Day services, to support individual outcomes and ODP PBC performance measures Maintain communication with families, guardians, and external stakeholders as required Coordinate and participate in the development, review, and implementation of Individual Support Plans (ISP) and Person-Centered Plans (PCP) with interdisciplinary teams Ensure full implementation and monitoring of all ISP/PCP components, including medication protocols, behavioral support plans, nutritional supports, and risk mitigation strategies Ensure all required documentation, service records, and billable data are accurate, complete, timely, and maintained in an audit-ready format consistent with ODP and PBC standards Monitor individual financial records and purchasing documentation in compliance with agency policy and ODP requirements Oversee household and food budgets to ensure fiscal accountability and proper documentation Monitor and coordinate medical care and follow-up, ensuring timely documentation and reporting of health-related concerns Ensure residential sites and agency vehicles meet cleanliness, safety, and supply standards at all times Provide direct care coverage as needed to ensure continuity of services Site Oversight, Safety & Audit Readiness Conduct and document a minimum of two (2) hours and thirty (30) minutes of on-site presence per week at each assigned residential site to monitor service delivery, staff performance, training compliance, and regulatory adherence Participate in and/or observe at least two (2) fire drills per calendar year at each site, ensuring drills are conducted, documented, and retained in accordance with
ODP 6400
emergency preparedness requirements Conduct and document at least two (2) in-person meetings per year at each site, including staff meetings, compliance reviews, training reinforcement, or corrective action follow-ups Participate in a minimum of eight (8) staff meetings per calendar year conducted virtually, ensuring attendance, participation, and documentation Ensure staff meetings address regulatory compliance, PBC expectations, training reinforcement, health and safety updates, and program performance Maintain documentation of all meetings in accordance with agency policy and ODP audit standards Other duties as assigned continues Maintain responsibility for scheduling, tracking, and documenting all required trainings, site visits, fire drills, and in-person meetings, ensuring records are complete, organized, and readily available for ODP inspections, licensing reviews, and PBC audits Serve as the primary program contact during ODP licensing inspections, PBC monitoring activities, regulatory reviews, investigations, and corrective action processes Perform additional duties as assigned to support program integrity, regulatory compliance, staff competency, and quality assurance Lead Staff Oversight, Delegation & Performance Measurement (ODP 6400 & PBC) Identify, assign, and oversee Lead Staff at each assigned residential site to provide supervisory coverage during the Program Manager's absence Create, implement, and maintain a documented performance measurement tool to evaluate Lead Staff who serve in a supervisory capacity, ensuring accountability, consistency, and compliance Ensure the Lead Staff performance measurement tool includes, at minimum: Compliance with
ODP 6400
regulations and agency policy Adherence to ODP Performance-Based Contracting (PBC) expectations and outcomes Oversight of staff performance, documentation accuracy, and shift coverage Monitoring of health, safety, rights, and incident reporting requirements Communication and escalation of concerns to management Ensure all Lead Staff responsibilities, delegated duties, and supervisory expectations are clearly defined, documented, and aligned with ODP 6400 and PBC requirements Provide ongoing coaching, feedback, and corrective action to Lead Staff based on documented performance measurements Maintain records of Lead Staff evaluations, corrective actions, and competency reviews in an audit-ready format
Minimum Requirements:
High School Diploma or GED required; Associate/ Bachelor's Degree preferred Completion of all required state and agency trainings Valid driver's license with a satisfactory driving record Experience working with individuals with intellectual and/or developmental disabilities Familiarity with state regulations and service standards for residential programs Strong leadership and team-building experience Excellent verbal and written communication skills Strong time management, organizational, and problem-solving skills Ability to remain calm and exercise sound judgment in crisis situations Ability to build trusting, supportive relationships with individuals in care
Working Conditions:
