About the role:
The Part-Time Caroline Property Manager is responsible for the day-to-day operations, resident relations, and leasing support for affordable housing properties located in Caroline County. This role focuses on maintaining strong resident communication, coordinating maintenance needs, assisting with leasing and recertifications, and ensuring properties remain organized and well-supported. In addition to overseeing the Caroline portfolio, this position provides administrative and documentation support to the Portfolio Compliance Manager for other Central Virginia Housing portfolios as needed. Compliance assistance may include document collection, file organization, recertification tracking, and data entry support. This is a part-time position designed to provide consistent local property oversight while supporting broader departmental compliance functions.
Supervisor:
Regional Property Manager Responsibilities:
Manage leasing activity and resident relations for Caroline County properties. Coordinate maintenance requests and follow-up with vendors and maintenance staff. Conduct move-in and move-out inspections and process related documentation. Communicate with residents regarding rent, lease compliance, notices, and general property concerns. Assist with rent collection processes and resident file maintenance. Maintain accurate records in OneSite and other organizational systems. Support the Portfolio Compliance Manager with recertification tracking, document collection, and compliance-related administrative tasks across multiple portfolios. Assist with organizing tenant files and ensuring documentation is complete and up to date. Participate in resident engagement and community-building efforts as needed. Respond to resident concerns in a timely and professional manner.
Required Abilities/Skills:
Basic knowledge of property management principles and practices. Strong organizational skills and attention to detail. Effective interpersonal and communication skills. Ability to manage multiple priorities in a fast-paced environment. Proficiency in Microsoft Office Suite and willingness to learn property management software. Ability to maintain confidentiality and handle sensitive resident information appropriately. Strong problem-solving and customer service skills. Ability to work independently with limited supervision. Commitment to the mission of affordable housing and resident support.
Education and Experience:
High school diploma or equivalent required. Previous experience in property management, leasing, administrative support, or affordable housing preferred. Experience working with diverse populations and customer service environments preferred. Knowledge of affordable housing compliance programs, including LIHTC or HUD programs, is beneficial but not required. Fair Housing training required prior to engaging in tenant relations. Tax Credit Specialist and/or HOME certification preferred, or willingness to obtain based on organizational need. VAMA membership encouraged.
Physical Requirements:
Prolonged periods sitting at a desk and working on a computer. Must be able to occasionally lift up to 15 pounds. Ability to communicate effectively in person and by phone. Ability to operate standard office equipment including computers, phones, and copiers. Occasional local travel between properties may be required.
Pay:
$20.00 - $25.00 per hour
