The City of Adelanto is seeking an experienced, driven, and forward-thinking professional to serve as its next Public Services Manager. As a key member of the City's leadership team, the Public Services Manager will oversee critical operations including streets and infrastructure maintenance, facilities, parks, and fleet services. DEFINITIONUnder administrative direction of the City Manager or designee, plans, organizes, manages, and directs the operations and activities of the Public Services Department, including streets and infrastructure maintenance, facilities operations, fleet services, and related public works functions. Provides highly responsible administrative support and ensures efficient, compliant, and community-focused service delivery.
SUPERVISION RECEIVED AND
EXERCISEDReceives general direction from the City Manager or designee Exercises direct and indirect supervision over supervisory, technical, maintenance, and support staff
ESSENTIAL DUTIES AND RESPONSIBILITIES
Department Leadership & AdministrationDirect, manage, and oversee all Public Services Department operations and personnelDevelop and implement departmental goals, policies, and proceduresPrepare and administer operating and capital budgetsOversee procurement, contracts, and vendor performancePrepare staff reports and present to City Council and executive leadershipMonitor performance metrics and ensure accountability Maintenance & OperationsOversee maintenance of streets, sidewalks, drainage systems, City facilities, and fleetImplement preventive maintenance programs and service schedulesEnsure compliance with Cal/OSHA, environmental, and safety regulationsCoordinate capital projects and infrastructure improvementsManage fleet operations including maintenance, replacement planning, and utilizationLead emergency response related to infrastructure, facilities, and public hazards Parks and Facilities Oversee Park grounds/landscaping maintenance Turf management; shrub bed maintenance.

Tree care and pruning; fertilizationEnvironmental weed and pest control program.

Irrigation equipment management Customer Service & Community EngagementEnsure responsive handling of public inquiries and service requestsPromote a customer-focused culture across all divisionsDevelop outreach and public education related to City services and maintenance activities Interagency CoordinationCoordinate with internal departments and external agenciesRepresenting the City in regional meetings, committees, and community forums
QUALIFICATIONS
EducationBachelor's degree in Public Administration, Engineering, Construction Management, or a related field desirable ExperienceFive (5) to seven (7) years of progressively responsible municipal operations or public works experienceThree (3) years of supervisory or management experienceCertificationsValid California Class B Driver's LicenseRelevant certifications (e.g., APWA, ICMA) desirable
KNOWLEDGE AND
ABILITIESKnowledge of:
Municipal public works operations; maintenance practices for streets, facilities, and fleet; capital project coordination; budgeting and fiscal management; contract administration; public procurement; and applicable safety and regulatory requirements.

Ability to: Lead and develop diverse teams; manage complex operations and competing priorities; analyze operational needs and implement effective solutions; communicate clearly with staff, residents, elected officials, and partner agencies; prepare reports and presentations; and respond effectively to emergencies and operational challenges.
