Job Description
Primary Purpose Under the direction of the Tribal Administrator and the Quartz Valley Indian Reservation Business Council, this position manages the Housing Department which will include rentals, home ownership programs, and QVIR buildings. The Housing Director will develop, implement, and coordinate policies and programs. The Housing Director develops operating policies and procedures, writes grants, and is responsible for the development of budgets for the Housing Department. The Director is responsible for the strategic objectives of the department by planning, organizing, and directing all functions required to operate and maintain activities to enhance the quality of life by providing safe, sound, and affordable housing and good quality homes for members of the Quartz Valley Indian Reservation. Essential Duties and Responsibilities Develops the Indian Housing Plan for the Quartz Valley Indian Reservation. Evaluates housing needs of the Quartz Valley Indian Reservation and proposes or implements changes in the Indian Housing Plan. Plans, coordinates, and implements the preparation of cost estimates for housing units to be built, repaired, or renovated. Identifies funding sources and applies for funding for the Program. Manages and monitors construction and renovation projects. Administers the Bureau of Indian Affairs Housing Improvement Program (HIP) in accordance with HIP policies and regulations, including but not limited to, developing written selection criteria, determining eligibility, evaluating requests for home repairs and or renovations, classifying requests to the appropriate HIP category, insuring the preparation of drawings and specifications for repair and construction work to be performed and the preparation of statements of work. Performs final inspections, reviews/approves change orders and other minor deviations from drawings and specifications and verifies that the construction work performed is consistent with drawings and specifications. Ensures all procurement activities of the housing program are in compliance with applicable federal and tribal laws and regulations. Monitors performance of all contractors and resolving all irregularities. Manages all housing units under management, including selection, counseling and collection activities. Implements home financing programs and other model housing activities providing for the leveraging of funds from other entities and agencies. Provides at a minimum quarterly report to the Tribal Council of all housing activities and annual performance reports. Responsible for all HUD reporting, grant applications, and compliance with funding agencies. Applies for and plans and monitors the progress of the Indian Housing Block Grant. Ability to respond effectively to the most sensitive inquiries and complaints. Ability to deal fairly and calmly with issues requiring conflict resolution. Performs other duties as assigned. Supervisory Responsibilities This position manages all employees of the Housing Department and is responsible for the performance management of the employees within the Housing Department. Other Skills and Requirements Knowledge of construction administration and construction practices and methods. Knowledge of federal laws and regulations applicable to Indian housing programs ana ability to apply said laws and regulations. Knowledge of practices in general contracting, subcontracting and material supply activities. Knowledge of occupational hazards and safety procedures. Skills in understanding and interpreting complex statues, ordinances, regulations, and standards. Skills in planning, organizing projects, budget preparation and administration. Skills in reading blueprints. Ability to manage multiple projects, apply project management skills and scheduling techniques. HUD-BIA-Tribal Landlord-Tenant Housing Program knowledge. Maintain and secure all files for programs. Skill in operating various word-processing, spreadsheets, and database software programs. Must be personable and polite with ability to use discretion, initiative and good judgment in dealing with QVIR tribal members and general public in the performance of duties. Maintain confidentiality, discretion resourcefulness and sound judgment in handling sensitive issues. Must have the ability to work with people from diverse cultures, ethnic backgrounds, possess a basic knowledge of Native American communities and always maintains cultural sensitivity. The individual must comply with the Driving Policy, Drug-Free Workplace Act, and the Pre-Employment Selection policy. Must be able to pass a background check. Must adhere to tribal drug and alcohol policy. Must have a valid Driver's License and be insurable by the Tribe. Skill and experience in functioning in a multi-disciplinary team environment. Strong work ethic, reliability, and a positive attitude. Education and Experience Bachelor's degree in Construction, Public Works, Business Administration or related field and five years in progressively responsible work experience in an Indian or public housing program; with three years in a management capacity or Associate's degree with ten year's experience. Community development and construction lending experience preferred. Project Management experience.
