Under direction of the Administrative Services Director, performs professional analytical support work in one or more functional or operational areas of the court system such as human resources, budget, program evaluation, policy, procedures, workflow analysis, facilities, public information and systems. _______________________________________________________________________________DISTINGUISHING CHARACTERISTICS
This is a single at-will, FLSA non-exempt, confidential position responsible for assisting and working closely with Court Administration. This position will have access to or is privy to decisions of court management affecting employer-employee relations. The Administrative Specialist is responsible for: providing general, confidential administrative support to Court Executives._________________________________________________________________________SUPERVISION RECEIVED AND EXERCISED
This class receives general direction from the Administrative Services Director and may provide training and direction to clerical staff. EXAMPLE OF DUTIES
The following duties are typical of those performed in this classification; however, other duties may also be required. Provide administrative support for court administration including independent preparation of correspondence, prepare and maintain records and files, review documents submitted to the Court to ensure completeness, accuracy and compliance with legal and procedural requirements;Prepare, type and proofread documents (e.g., correspondence, reports, forms) from instructions, and drafts;Prepare and assist with various projects including researching, compiling, arranging and computing data, and compiling reports and statistics;Perform clerical duties such as filing, copying, faxing, assembling reports and documents and processing mail; operate a computer and a variety of other office equipment;Prepare agendas, meeting materials and minutes for various committees and meetings;Assist with human resource duties which may include recruitment, new employee orientation, training, benefits, safety, risk management, personnel files, confidential information regarding labor relations and negotiations or other related areas;Assists with recording financial transactions, i.e., deposits, payables and payroll;Maintain scheduling calendar for conference and training rooms;Receive and screen visitors and callers; explain procedures and provide information and/or refer to appropriate staff;Serve as liaison for Court Executives in situations requiring tact and judgment, answering or referring questions based upon knowledge of the Court's policies;Establish and maintain effective working relationships and work collaboratively with staffMay be used to fill in for the Executive Assistant in their absence;Performs other duties as assigned. Legal terminology, procedures, practices, documents and forms;Correspondence and report writing;Legal procedures and practices involved in composing, processing, completing and filing legal documents;Courtroom operations and protocol;Clerical, financial and legal record keeping practices;Basic accounting practices;Modern office practices, procedures and equipment, which includes proficiency with computers and Microsoft Office software including Word, Outlook, Excel, and Power Point; Correct English usage, including spelling, grammar and punctuation;Working knowledge of the Odyssey case management system is desirable; andPublic and community relations. Work independently and make immediate, sound decisions using initiative and independent judgment within the established procedural guidelines;Maintain strict confidentiality of court management files and information as may be obtained or encountered in the performance of one's duties; Organize work and set priorities to meet deadlines working within prescribed time constraints;Plan and/or organize meetings, special projects, for Administrative Staff;Use a personal computer and software, including word processing, spreadsheet, database and other job-related applications and systems;Provide training and direction to staff;Demonstrate a high degree of professionalism; andEstablish and maintain cooperative and professional working relationships with others, including judicial officers, executive staff, coworkers, attorneys, other agencies/justice partners and the public. MINIMUM QUALIFICATIONS
Education and Experience:
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Equivalent to an associate degree, preferably with major course work in administration, business or a legal field; and two (2) years of experience performing administrative support work. ORHigh School diploma or equivalent GED and three (3) years of increasingly responsible lead clerical, secretarial, or administrative support work experience in a court environment. Licenses and CertificationsPossession of a valid California Class C Driver License with an acceptable driving record;Background Investigation:
Live Scan fingerprinting is required;All court employees must take the Oath of Allegiance; andRegular and punctual attendance is required.PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT
Ability to ascend and descend stairs while carrying files, stacks of paper, reference books, supplies, equipment, and other materials, etc.;Ability to use a computer keyboard and terminal on a regular basis;While performing the essential functions of this job, the incumbent is regularly required to sit, use hands to finger, handle, or feel objects, to reach with hands and arms, speak and hear;Physical ability to lift, carry, push, and/or pull light to moderately heavy objects, sometimes weighing up to 20 pounds. Frequent need to reach for items above and below desk level, sometimes with the assistance of a ladder or step stool;Work is performed in an office environment with little exposure to outdoor temperatures or dirt and dust; Working conditions are typically moderately quiet but may be loud at times at some locations. There may be periodic contact with angry and upset individuals in volatile situations; and there may occasionally be irregular work hours including meetings and work outside the normal business hours, as well as occasional overnight travel to attend trainings, meetings and conferences. Salary:
Salary range consists of 5 steps with approximately a 5% difference between each step. Incumbents advance through steps based upon a review date one (1) year following the appointment date.Benefits:
Sick Leave - 12 days annually (may carry over accrued sick leave from one calendar year to the next);Vacation - 0-4 years=12 days; 5-10 years=18 days; 11-20 years=21 days; 21+ years=22.5 days per year;Management Leave - 40 hours management leave per fiscal year;Holidays - 14 paid holidays plus 1 year end floating holiday. All non-probationary employees shall accrue an additional personal holiday on July 1st of every year. Effective October 1, 2025, all non-probationary employees shall accrue three additional personal "floating" holidays per year. The three additional personal floating holidays must be used within a year from the date they are accrued (i.e., September 30) or they expire. The three additional personal "floating" holidays sunset on September 30, 2027;Health Insurance - All regular employees and all probationary employees are eligible to participate in a group insurance benefit program effective the first day of the month following one (1) full month of employment. The Court contributes 80% of the average premium toward health, dental, and vision insurance plus an additional $200.00 per month (the additional $200.00 per month will sunset September 30, 2027). Employee share of cost for medical/dental/vision benefits is currently $65.76 per month for the EPO coverage. Term & Basic Life Benefit through our County benefit plan is $30,000/$60,000 at a cost to the employee of $1.22 per month and an additional $20,000/$40,000 (AD&D) at no additional cost. The Court pays $225 per month to employees who choose not to participate in the group insurance plan;Employee Assistance Program;Flexible Spending Account - Available for medical and dependent care expenses; Retirement Plan - Employees are enrolled in the California Public Employees' Retirement System (PERS) which is integrated with Social Security. Pepra employees hired on or after January 1, 2013, Retirement is 2% at 62 and the current contribution rate is 8%. Classic Employees hired before January 1, 2013, currently enrolled in PERS or the County Employees' Retirement Law of 1937 (the '37 Act) may be eligible to establish reciprocity.
