DEFINITION
Under the oversight and general supervision of the Executive Director, responsibilities will include the overall compliance and effective management of the agency's child and family services which includes overseeing the effective enrollment of child to services provided by Early Development Services (EDS) at our Early Childhood Education Centers and through Family Child Care Educators. This position is also responsible for overseeing the recruitment and contracting of licensed FCC Educators. Ensuring that the Child and Family Services offering is managed and performing efficiently and effectively.
ESSENTIAL JOB FUNCTIONS
  • Understand the philosophy of the agency and effectively articulate its goal and objectives.
  • Provide positive leadership to the Child and Family Services team as well as be a proactive member of the EDS Leadership team
  • Implement strategies for management that build teamwork and participation of staff; make effective use of time and other resources; assist in short-term problem solving and long-term planning.
  • Project a positive image of the agency to employees, families, and the community.
  • Understand different cultural styles of interacting, leading and participating.
  • Maintain regular communication with parents, staff, and children that respects their values and culture.
  • Coordinate regular communication with other management to support/advocate for opportunities and success of the families that we support.
  • Gather needed information through regular communication with administration, staff and parents.
  • Facilitate meetings ensuring that all necessary program information, training, and agency policy/procedures are reviewed as needed.
  • Maintain regular, professional communication with families and natural supports.
  • Eligibility determination and rosters
  • Review family files for compliance with
CDE/CDSS
regulations and codes.
  • Conduct Parent Appeal.
  • Complete state required reports by designated deadlines.
CDSS/CDE
compliance reviews.
  • Supervise and/or conduct performance evaluations on a regular basis in accordance with agency procedures. Address and follow up on any issues on a timely basis.
  • Observe objectively and give positive and negative feedback in a way that helps individuals to change.
  • Motivate and challenge people to set a high standard.
  • Communicate clear expectations for performance.
  • Oversee discipline and job performance issues with assigned agency program staff.
  • Supervise performance over time, with follow through, so that poor performance leads to termination and good performance is recognized.
  • Have knowledge of different supervisory styles and methods to meet individual needs of supervisees.
  • Comply with all applicable rules and regulations governing agency programs.
  • Applicable regulatory standards and concepts, including the rights of licensees.
  • Custody issues that affect childcare.
  • Confidentiality laws that affect childcare.
  • Labor laws that affect childcare.
  • Anti-discrimination laws that affect childcare, employee rights.
  • Working knowledge of liability issues.
  • Health rules.
  • Basics of contracts that affect the center.
  • Mobilize needed resources.
  • Monitor staff's work schedule.
  • Ensure compliance of
CDE/CDSS
funding terms and conditions at all
CDE/CDSS
funded facilities.
  • Authorize time management documentation for assigned staff i.
e.: Timesheets, attendance, RTO. Ensures same is completed accurately and within expected timeframe.
MINIMIMUM QUALIFICATIONS
  • California Child Development Program Director Permit issued by California Commission on Teacher Credentialing with 3 units of Infant/Toddler and OR Equivalent
  • Bachelor's degree in Human Development, Child Development, Early Childhood Education, or related field.
  • Current pediatric CPR and First Aid certification.
  • In good health and free of active Tuberculosis
  • Must provide completed Health Screening Report and Department of Justice clearance prior to employment.

  • Demonstrated ability to perform the duties effectively as described above
  • Demonstrated expertise with Microsoft Office and data management software.
  • Excellent organizational skills.
  • Experience working with a diverse and multicultural population.
  • Prolonged periods sitting at a desk and working on a computer.
  • Able to reach a child 20-30 feet away in 30 seconds without danger to the staff person's health.
DESIRABLE QUALIFICATIONS
:
  • At least two years experience with enrollment management, facilities planning, development of staffing plans, and staff supervision.
  • Master's degree in Human Development, Child Development, Early Childhood Education, or related field.
  • Bilingual/biliterate ability in English/Spanish The job description does not imply that these are the only job duties to be performed by the employee occupying this position.
