ABOUT THE POSITION
The office of City Manager is created and established by §2.08 of the City of Susanville Municipal Code. The City Manager shall be ex officio director of finance and budget manager. The City Manager shall be appointed by the City Council wholly on the basis of his or her administrative and executive ability and qualifications, and shall hold office for and during the pleasure of the city council. The City Manager is responsible for overseeing the daily operations and efficient administration of all City departments and services under the direction of the City Council. The position provides leadership in organizational management, personnel administration, fiscal oversight, policy implementation, and strategic planning while ensuring enforcement of City ordinances, contracts, and Council directives. The City Manager works closely with the City Council to develop and recommend policies, ordinances, budgets, and operational improvements that support effective and economical municipal services. As the executive leader of the organization, the City Manager supervises department operations, attends all City Council meetings, supports boards and commissions, and serves at the pleasure of the City Council. The City Manager is an at-will position and is represented by a negotiated at-will employment agreement with the City of Susanville.
QUALIFICATIONS
Minimum Qualifications:
Possession of a four (4) year degree from an accredited college or university in public administration, business, engineering and/or related field. Possession of or ability to obtain and maintain a
California Driver's Class C License Preferred Qualifications:
Six (6) years of increasingly responsible experience in city or county government administration, including two (2) years of significant administrative managerial experience working in a public agency. Licensed as a Civil Engineer in California. Possession of masters degree from an accredited college or university in public administration, business, and/or related field. The City Manager position is an at-will position and is employed via a negotiated at-will employment agreement with the City of Susanville. The position is compensated between $191,224 to $256,258 depending on qualifications. The City typically provides the following benefits for the City Manager position:
Medical, Dental, & Vision Insurance:
The City of Susanville offers excellent Medical, Dental, and Vision Insurance. Employee currently pays $46 per month and receives medical, dental, and vision coverage for employee, spouse, and eligible dependents. Medical insurance is currently a 90/10 plan, with annual deductible of $150 (individual) and $450 (family), annual maximum out of pocket is $3,000 (individual) and $6,000 (family).
Retirement:
The City participates in the California Public Employees' Retirement System (CalPERS). For legacy members, the benefit level is 3% @60, employee share is 8%, paid by employees. For new members, the benefit level is 2% @62, employee share is 7.75%, paid by the employee.

12 days of paid sick leave per year
Management Leave:
80 hours each fiscal year
Holidays:
13 paid holidays per year and 1 floating holiday IRS Section 125 Plan; Deferred Compensation Plan available $50,000 Life Insurance paid for by the city ($25,000 in Life Insurance & $25,000 in Accidental Death & Dismemberment)
