We have one opening for an 8-hour, 12-month Assistant Manager of Fiscal Services position in the Fiscal Department. The work hours are 8:00 a.m. - 4:30 p.m., Monday through Friday.
BASIC FUNCTION
Under general direction, analyzes accounting practices and past budgets; supervises the collection of materials and documents for use in District budgeting and accounting processes; reviews, monitors and supervises revenue and account audits and prepares fiscally related statistical and analytical reports; organizes and supervises the input, monitoring, and extraction of budgetary information; supervises and evaluates the performance of assigned personnel; and does other work as required.
ESSENTIAL JOB FUNCTIONS
- Analyzes and evaluates budgetary fund, account and allocation requests and supervises the development of comparative budgetary and account analyses
- Advises and assists site and work location personnel in the development of preliminary budget allocation requests and in the refinement of program and fund accounting procedures
- Supervises the performance of a variety of technical and analytical analyses to ensure that guidelines and operational procedures are adhered to in the accounting, budget maintenance and expenditure control processes
- Assists in the development of related accounting, budget and fiscal analytical records, reports, and summaries
- Assists in the design and development of preliminary budget planning documents and forms
- Assist in the audit and review of general fund and special project accounts, and calls attention to accounts and funds not adhering to expenditure control guidelines and procedures
- Recommends corrective action in solving accounting, budget and expenditure control problems, issues, and concerns
- Supervises and participates in the preparation of management informational reports pertaining to the status of the District's financial position
- Assists, counsels and provides direction to accounting clerical personnel and others in resolving unusual accounting, budget and expenditure control related problems, issues and concerns
- Reviews, monitors and evaluates the performance of assigned clerical personnel
- Participates in the preparation of accounting, budget and fiscally related reports required by County, State and Federal agencies
- Assists in the design, and development, and recommendation of improved accounting and budget control record management and reporting systems and procedures
- Supervises the functions and activities pertaining to the posting and inputting data into an automated record management, storage and retrieval system
- Requests output reports, and evaluates and verifies them for completeness and accuracy
- Performs a variety of technical and highly responsible accounting functions
- Responds to external auditors by providing requested accounting and budget data
- Performs informational and statistical research studies relative to revenue forecasting and fiscally related matters

EXPERIENCE AND EDUCATION REQUIREMENT
Any combination of experience and training that would likely provide the required knowledge and skills is qualifying. A typical way to obtain the required knowledge and skills would be:
Experience :
Two years of analytical and technical accounting and budget control record management and reporting experience, including one year in a supervisory capacity preferably in an educational agency.
Education:
Equivalent to the completion of an Associates of Arts degree in a directly related field. supplemented by training and course work in accounting, budget analysis and control. A Bachelor of Arts degree is preferred.
LICENSES AND OTHER REQUIREMENTS
Possession of a valid California driver's license and evidence of insurability.

Qualified applicants, who meet the minimum qualifications, will participate in a written examination and technical oral interview, which will demonstrate the required knowledge and skill for this classification. The weight percentage of the examination and interview will be 50/50. Those applicants who receive a passing score on the written exam and oral interview will be placed on an Eligibility List. The top three ranks of candidates on the Eligibility List, who are ready, willing and able to accept the position, will be invited to the Final Selection Interview with the hiring authority. The eligibility list will be certified for a period of six months. It will be used to fill current, substitute, and future permanent openings. Current classified employees are eligible to hold an additional position based on the needs of the District and must be approved by the Human Resources Director.

BENEFITS
: Permanent employees will receive paid holidays, sick leave, vacation and longevity benefits per contract or Commission Rules. The District offers a comprehensive package of insurance benefits. Employees working less than full-time, but a minimum of four hours will contribute an amount proportionate to the number of assigned work hours for major medical insurance benefits. The District does not offer a package of insurance benefits to employees working less than four hours per day. The District provides life insurance for employees who work a minimum of 3 hours. In addition, the District offers a retirement plan which uses joint employee and employer contributions.

VETERAN PREFERENCE

Fingerprinting:
Employees will be charged for processing their fingerprints at the time they are hired. The fingerprints are used to complete a confidential background investigation. All candidates with a record of convictions must indicate such on the confidential data form, which is attached to the job application. A record of conviction will not automatically disqualify an applicant from employment, but failure to list all convictions may result in disqualification or dismissal.
Physical Examination:
Newly hire d employees must pass a qualifying Medical examination given by a District-appointed physician, which includes testing for illegal controlled substances.
Tuberculosis Exam:
Newly hired employees must submit a Mantoux Skin screening and certificate of completion within the past 60 days that indicates freedom from active tuberculosis.
