DIVISION
Superior Court
CLASS DEFINITION
This class is accountable for performing advanced level professional practice of the procedural management, processing and administrative support of criminal, civil and family cases through the court systems.
GUIDELINES FOR CLASS USE
Positions allocated to this class are reserved for those specifically designated to perform advanced levels of directing the processing, expediting, administrative support for movement to trial and compromising of criminal, civil and family cases in the Superior Court. While the standard professional practice of case flow management emphasizes the administrative tasks of arranging for the movement of cases through the court systems, positions at the Coordinator II level are expected to facilitate the legal processes of alternative approaches to compromise, settlement, treatment referral and expeditious procedure to trial. Typically, incumbents in the Coordinator II position are sought out by judges and attorneys for methods to resolve conflicting issues of how to move individual cases through the system. At the Coordinator II level, incumbents are expected to have a highly-developed competence in understanding such issues as the likelihood of case settlement based on types of cases, attorneys involved and past histories of judges' judgments and juries' verdicts.
SUPERVISION RECEIVED
Positions of the class may work under the direction of various administrators in different jurisdictions but typically work under the administrative direction of a Judicial District Chief Clerk or other employee of higher grade. In some jurisdictions, positions work under the direction of a Presiding Judge or Administrative Judge.
SUPERVISION EXERCISED
Positions may serve as lead for Temporary Assistant Clerks, providing them with training and guidance in such areas as court procedures and court administration.
EXAMPLES OF DUTIES
Develops and implements effective and efficient methods for processing and administering the progress of legal cases through the court system including such actions as arranging for juries, courtrooms, interpreters, witnesses and documents; provides skilled tracking and processing of cases to disposition by judges, referees, fact finders, magistrates, juries and others; prepares trial schedules and notifies parties of those schedules; analyzes case flow statistics and prepares statistical and narrative reports on case movement through the judicial system; analyzes continuance requests from attorneys, makes recommendations to judges and, where court authority is authorized, may grant continuance and uncontested dismissals; monitors case flows through computer based and documentary data and sets and modifies trial schedules according to changing circumstances; provides consultation to judges and attorneys on procedural methods of expediting case flow and case resolution; performs related duties as required.
MINIMUM QUALIFICATIONS REQUIRED KNOWLEDGE, SKILLS, AND ABILITY
Advanced knowledge of court operations, trial procedures and rules of practice; knowledge of the principles, concepts and methods of statistical analysis; knowledge of relevant state and federal laws; well-developed skills in interpersonal communications, oral and written communications; substantial database-oriented computer skills.
EXPERIENCE AND TRAINING
General Experience:
Eight years of professional experience in court administration, law or a related field.
Substitutions Allowed:
1) Two years of experience as a Case flow Coordinator I may be substituted for the general experience. 2) College training may be substituted for the general experience on the basis of fifteen semester hours equaling one-half year of experience to a maximum of four years for a Bachelor's degree. 3) A law degree or a Master's degree in Public Administration, Criminal Justice or a related field may be substituted for one additional year of the general experience.
SPECIAL REQUIREMENT
Incumbents may be required to travel in the course of their work.
