Public Works Director
Position Summary/Purpose:
The purposes of this position are to supervise and implement the safe and efficient operation of heavy equipment and heavy vehicles and power equipment on assigned projects or activities of a public works nature. May entail road and sidewalk construction and maintenance; storm water systems maintenance and construction; tree work and roadside mowing, street signs, snow operations, building maintenance, parks maintenance, vehicle maintenance and transfer station as needed. The Public Works Director is responsible for maintaining and improving upon the efficiency and effectiveness of all areas under his/her direction and control.
Essential Job Functions:
Plans, organizes, and directs the operations of the Public Works Department including roads, bridges, transfer station, parks, building repairs, drainage projects and personnel; develops short term and long range comprehensive departmental plans. Estimates project costs. Supervises, assigns, implements, and inspects the operations of the Public Works Crews and outside contractors handling: Road and bridge construction and reconstruction projects; the installation and repair of storm drainage systems; the repair and cleaning of catch basins; seasonal maintenance activities such as road repair and reconstruction, road grading and street patching, parks and ball field maintenance; street sweeping; construction and maintenance of sidewalks, curbs, storm water systems; tree work, and other related work. Implements emergency storm response system; including plowing and sanding of roads and inspecting roads and bridges to ensure that driving conditions are safe. Acts as point of contact and collaborates with local utilities on planning and coordination related to emergency and non-emergency work. Administers and directs transfer station operations, including hauling contractors at the transfer station, and oversees and coordinates the town recycling program. Completes revenue and tonnage reports for transfer station and complies with State reporting requirements. Maintains proper licenses with State Supervises building maintenance staff or contractors, as needed. Oversees preventative maintenance and repair programs for all Public Works vehicles and equipment by working with mechanics and vendors. Assists with bid specifications for the purchase of department equipment, materials and supplies; works with vendors to acquire appropriate supplies and materials for various projects; research prices of supplies and materials. Investigates citizen/staff complaints and oversees corrective action, as appropriate. Ensures safe working conditions for employees as required by State and Federal Agencies. Reviews and enforces DEP, EPA, OSHA and other public safety and health directives, mandates, regulations and ordinances; provide on the job training of safety methods. Subject to call-out to respond to emergencies after normal working hours. Required to possess a CDL to operate a snowplow to fill in for staff, or heavy equipment, as needed Maintains employee's time sheets; maintains accurate records of daily work completed and records of project completed and complaints resolved. Prepares and administers operating and capital budget for departments (Public Works, Waste Management, Building Maintenance and Parks); presents budgets to the First Selectman, Board of Selectman and Board of Finance. Prepares and submits grant proposals. Serves as Town representative on regional boards for solid waste and recycling; Participates in professional engineering and public administration organizations to remain current on developments in respective fields. Develops department policies and procedures; supervises, trains, assigns work, counsels and evaluates employees; personnel functions such as hiring, firing and discipline are conducted with the approval and direction of the First Selectman. Administers drug and alcohol testing program Provides technical assistance for subdivision road construction to Land-use staff. Submits oral and written reports to Town officials and state agencies as requested.
Other Functions:
Performs similar or related work as required, directed or as situation dictates. Continues training; keeps current with trends and technology. Assists other department staff as needed to promote a team effort to serve the public. Normally appointed as Town Tree Warden so should have a valid State of Connecticut Arborist License or be open to attending Tree Warden School to pass exam.
Minimum Required Qualifications:
Education, Training and Experience:
The qualifications required would generally be acquired with a High School Diploma or GED with over 7 years of road construction, drainage with specific experience in public works type of organizations, including 2 years of supervisory experience; or any equivalent combination of education, experience and training.
Special Requirements:
Must have and maintain: Valid CDL License. Road Master Program Certification preferred
Knowledge, Ability and Skill:
Demonstrate competence in the following areas:
Knowledge:
Thorough knowledge of methods, materials, techniques and equipment used in the maintenance, repair and construction of municipal roads and drainage systems; safety procedures for working in roadways and working with hazardous materials. Thorough knowledge of working with heavy equipment and mechanical equipment, including work hazards, safety practices and federal and state laws related to highway division work; knowledge of computer applications appropriate for office; knowledge of vehicle and equipment maintenance; and working within union regulations.
Ability:
Ability to inspect work at various stages of completions to ensure conformance to standards; ability to organize and complete projects in timely manner; ability to purchase public works equipment, materials and supplies; ability to establish and maintain effective working relationships with town, state and the public; ability to handle multiple projects and programs at one time.
Skill:
Assigning, training, and supervising programs and staff; managing contracts for service; organizing and directing emergency response programs; preparing and administering an operation budget for the division; preparing reports and maintaining records; solving problems in an efficient manner; giving written and oral instructions; reading and describing safety procedures especially related to heavy equipment; understanding and explaining policies and procedures.

Performs a variety of technical, administrative and supervisory responsibilities requiring knowledge of department standard operating procedures and the exercise of judgment and initiative to accomplish competent service delivery; works independently and with others.
Supervision Received:
Works under the general direction of the Administrative Officer following professional standards, procedures and policies.
Supervision Given:
Supervises Foreman, Road Crew, Transfer Station staff, Parks Maintainers, Building Maintenance, and office staff developing job direction, assigning tasks, providing instructions as needed and monitoring performance.
Job Environment:
Administrative work is performed in a moderately noisy office; frequently position is required to perform inspections of work crews which could be a very loud situation, under prevailing weather conditions, including extreme hot and cold and hazardous and very noisy conditions associated with road/drainage construction. Work is performed in a garage, yard, and field locations including traffic. Position entails driving and may be subject to exposure to hazardous substances or materials, working near mechanical moving parts and exposed to electrical shock on occasion. Requires the operation of a light truck, heavy equipment and CDL vehicle. Requires the operation of telephone, personal computers, copiers, facsimile machines, radio and other office equipment. Makes frequent contact with the public to handle residents' questions and complaints. Frequent and periodic contacts are with employees in the department or other town departments, vendors, contractors, regional and state agencies. Communication is frequently in person, by telephone, fax, email and in writing. Errors in judgment or omissions could result in delays in service, rework, injury to employees, damage to town facilities and potential liability.
