The incumbent of this position works under the general direction of the Chief of Staff. The incumbent is responsible for developing and utilizing a variety of communication modalities to inform, involve and engage over 600 DYRS employees in the Department's mission, values and programs. The incumbent will develop, compile persuasive material (such as brochures, issue papers, presentations, testimony, articles, web content, audiovisuals, and newsletters) to inform, educate and motivate key decision-makers and the public to understand and support the Department's mission, programs and policies. Duties and Responsibilities The incumbent plans, directs and executes a public information program to inform the general and specialized publics about the Department's programs, activities, services and initiatives. In collaboration with senior leaders, plans and develops goals and objectives for the implementation of long and short-range communications' efforts of the Department. Serves as the principal public information advisor and provides expertise and guidance during the development of Departmental policies, programs, and decisions in order to ensure that effective communication strategies are incorporated into the Departments operations across all functional areas. Arranges for media coverage of Departmental activities and for interviews with the Director and/or other appropriate Department staff. The Policy Information Officer establishes and maintains effective working relationships with members of the news media, inter/intra governmental agency managers, the public, and groups interested in the Department's programs and initiatives. Manages the coordination of information among Departmental offices to ensure well-coordinated and effective communications with local and national news media, the public, and special groups. Responds to information requests from the news media and the public on the Department's programs, which often requires detailed explanations of issues and responses to comments made regarding the Department's activities. Uses feedback and evaluation systems to evaluate effectiveness of communications activities. Monitors programs to identify problems and develop/implement solutions. Qualifications and Education Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Licenses and Certifications None Work Conditions/Environment The incumbent works primarily in an office setting, however, some tasks will require being in a secured facility.

Monday - Friday 8:00 a.m. - 4:30 p.m. This position may require weekend or after-hours work

Duration of Appointment:
Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit:
This position is not a part of a Collective Bargaining Unit.
Position Designation:
The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a security-sensitive position.
Residency Preference:
When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
Residency Requirement:
If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
