POSITION GOAL
Provide strategic leadership and direction for the District's budget and financial planning functions to ensure effective allocation of resources, long-term fiscal sustainability, and alignment with organizational priorities. Advise executive leadership on financial strategy, budget development, and resource management to support student achievement and operational excellence. Oversee the District's budget, Business Support Center (BSC), and grants administration functions, and provide enterprise-wide financial leadership impacting operational areas including capital programs, food service, transportation, and other District financial operations.
ESSENTIAL PERFORMANCE RESPONSIBILITIES
The Executive Director, Budget shall carry out the performance responsibilities listed below. Provide executive oversight of the District's budget, Business Support Center, and grants administration functions, ensuring alignment, efficiency, and effective financial management across all areas. Lead enterprise financial coordination and influence across operational areas including food service, transportation, and other District-supported programs to ensure alignment with budget strategy and fiscal priorities. Lead long-range financial planning, scenario modeling, and fiscal strategy development to support sustainable decision-making and alignment with District priorities. Develop and recommend District-wide budget guidelines and financial strategies to the Superintendent; establish and oversee timelines for budget preparation, amendments, and FTE reporting. Oversee and direct the development of the District's annual budget, including preparation, review, and presentation to executive leadership, the School Board, and the public. Direct revenue forecasting and FTE projection strategies to optimize funding and support accurate financial planning. Establish and maintain fiscal policies, procedures, and governance frameworks to ensure effective financial management, compliance, and internal controls. Provide executive oversight of financial impact analysis for Board agenda items, ensuring alignment with budget priorities and recommending funding strategies. Provide leadership and guidance to District stakeholders on budget processes, financial planning, and regulatory requirements. Monitor and interpret Florida statutes, legislative changes, and regulatory requirements; oversee the development of financial impact analyses and ensure compliance. Partner with the Treasurer's Office and Accounting Department to ensure alignment of financial data, reporting, and budgetary controls to protect District assets. Ensure funding and expenditures for Exceptional Student Education (ESE) reflects services and resources provided to this student population by utilizing accurate, detailed reporting methods that meet the Department of Education (DOE) requirements. Oversee the preparation and submission of required financial and categorical reports in compliance with state and federal requirements. Engage with stakeholders, including parents and community members, as appropriate, to communicate financial allocations and program support related to ESE and other initiatives. Oversee departmental position control processes to ensure alignment with budget allocations and organizational priorities. Lead and develop a high-performing team, fostering accountability, collaboration, and continuous improvement to maintain departmental effectiveness. W-045 MINIMUM QUALIFICATIONS & EXPERIENCE
An earned bachelor's degree from an accredited institution in accounting, finance, business administration or a related field. A minimum of ten (10) years of experience in budgeting, finance, financial planning or related field, including at least five (5) years of leadership experience. Demonstrated experience in budget development, financial forecasting, and long-range financial planning. Experience presenting financial information and recommendations to executive leadership and/or governing bodies. Proven ability to analyze complex financial data and translate findings into strategic, actionable recommendations. Excellent communication and interpersonal skills, with the ability to influence decision-making across all levels of the organization. Computer skills as required for the position.
PREFERRED QUALIFICATIONS & EXPERIENCE
Knowledge of governmental accounting, budgeting practices, and applicable federal and state regulations. Bilingual skills.
SIGNIFICANT
CONTACTS-frequency, contact, purpose Interact regularly with the Superintendent, School Board, Chief Financial Officer, and executive leadership to provide strategic financial guidance, budget recommendations, and fiscal impact analysis. Collaborate with District leadership, department heads, and school administrators to ensure alignment of financial resources with organizational priorities. Maintain relationships with state agencies, including the Florida Department of Education, auditors, and external stakeholders to ensure compliance with statutory requirements, reporting standards, and best practices in public sector financial management.
PHYSICAL REQUIREMENTS
Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently as needed to move objects.
TERMS OF EMPLOYMENT
Salary and benefits shall be paid consistent with the District's approved compensation plan. Length of the work year and hours of employment shall be those established by the School Board.
