Job Description

Position Function:
By order of the City Charter, is appointed by the City Commission and serves as the Chief Administrative Officer (CAO) for the municipal responsible for the running of the day-to-day operations of the municipality. Responsibilities include the administration and management of the daily operations, to include but not limited to the budget and personnel, as governed by the City's Personnel Policies and Procedures Manual and the City Charter. The City Manager is responsible for, as well as all internal personnel matters to include, but not limited to, the hiring and/or removal of all city personnel The City Manager is responsible for assisting with developing and establishing communities goals and objectives in working with the elected officials and other stakeholders in the community to ensure that the community's best interest are always considered in the decision-making process. The City Manager also acts as a legislative liaison to other municipalities as well as other Local, State, and Federal Agencies. Sec. 8.01. - City Manager. The city commission shall appoint a city manager, who shall be the administrative head of the municipal government under the direction and supervision of the city commission, and he shall hold office at the pleasure of the city commission. He shall be chosen solely on the basis of his executive and administrative qualifications. During the absence or disability of the city manager, the city commission may designate some properly qualified person to temporarily execute the functions of the office. The removal or resignation of the city manager shall be entered on the minutes of the city commission as a matter of public record. Sec. 8.02. - Powers and duties of the city manager.
The city manager shall:
(a) Appoint and, when he deems it necessary for the good of the city, suspend, or remove, or discipline all subordinate city employees and department heads provided for by or under this Charter, except as otherwise provided by law, this Charter, or personnel rules adopted by the city commission. He may authorize any person who is subject to his direction and supervision to exercise these powers with respect to subordinates in that person's department, office or agency. (b) Except as otherwise provided in this Charter or by general law, the city manager will be responsible for the supervision and direction of all subordinate departments, agencies or offices of the city. All subordinate departments, offices and agencies under the direction and supervision of the City Manager shall be administered by an officer appointed by and subject to the direction and supervision of the city manager. With the consent of the city commission, the city manager may serve as the head of one or more such departments, offices or agencies or may appoint one person as the head of two (2) or more of them. (c) Attend all of the city commission meetings and have the right to take part in the discussion but he may not vote. (d) To see that all the laws, ordinances, resolutions and acts of the city commission are enforced. (e) Prepare and submit the annual budget for consideration and approval of the city commission. (f) Submit to the city commission and make available to the public a complete report on the finances and administrative activities of the city as of the end of each fiscal year, and at such other times as may be necessary. (g) Make such other reports as the city commission may require concerning the operations of city departments, offices and agencies subject to his direction and supervision. (h) Keep the city commission fully advised as to the financial condition and future needs of the city and make such recommendations to the city commission concerning the affairs of the city as he deems necessary. (i) Sign contracts on behalf of the city pursuant to the provisions of appropriations or as otherwise directed by the city commission. (j) Perform such other duties as are specified in this Charter or as may be directed by the city commission. The City Manager is a politically neutral position in order to maintain a community first perspective regardless of political affiliation. It is also the duty and responsibility of the City Manager to be an advocate and a strong proponent for philanthropic and social services that provide an added benefit to the residents of Haines City. This includes, but is not limited to, the attendance at public functions and activities. The City Manager's Office is a community resource for all individuals who reside and conduct business within the City of Haines City's municipal boundaries.
Essential Duties:
1. Performs duties necessary to support the City Manager and Executive Staff by conducting complex and confidential/sensitive analysis and research projects that involved City-wide initiatives, programs, policies and procedures. Duties performed may include budget analysis and/or preparation, impact studies, researching outside resources, and/or writing Executive Summaries. 2. Performs duties necessary to development and coordinate the City Commission agenda packets, and provide assistance to the City Commission and Executive Staff with respect to writing, researching and presenting information in a public forum on projects and/or agenda items. May be required to present findings through a Commissioners' meeting or Executive Staff meeting resulting in the development of Resolutions, Ordinances, Contracts and/or Agreements. 3. Serves as a liaison between City Administration and City Commissioners, Citizens, the media and general public. Duties performed may include Citizen outreach, dissemination of City information (e.g. newsletters, press releases, notices, correspondence, etc.), intergovernmental relations, and public speaking. 4. Performs additional duties as assigned.

Environment:
Duties are performed primarily within an office environment or setting. Possible exposure to dust and mold.
Knowledge/Skills/Abilities:
  • Required knowledge and experience is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Bachelor's Degree in Business, Public Administration, or related field and at least ten (10) years of management and project work related experience in Business, Public Administration, or related field are required.
Seven (7) years supervisory experience and municipal government are required.
  • ICMA Credentialed Manager certification is preferred.
  • Work requires the ability to read letters, memos, contracts, professional and industry literature, and spreadsheets and other job related analysis.
  • Work requires the ability to understand and develop computer models for cost analysis and compose financial and budgetary reports.
  • Work requires substantial independent judgment and decision-making. Must be able to monitor and assess operations, workload, projects, and staff performance.
  • Work is widely varied, involving analyzing and evaluating many complex and significant variables.
  • Organization-wide policies, procedures, or precedents may be developed and/or recommended.
  • Must possess excellent oral and written communication skills.
  • Must be able to communicate and present oneself in a professional manner, have the ability to successfully work with confidential information, and have exceptional listening skills.
  • Must be able to perform complex mathematical computations and/or statistical analysis.
  • Should be competent in the use of Microsoft Excel, Word and Power Point software.
  • Ability to establish and maintain effective working relationships with employees, other government representatives, contractors, partners, consultants, vendors, the media and general public is essential.
  • Ability to work under high demands, short time constraints, and pressure of a fast paced work environment.
  • Ability to remain up-to-date on Federal, State and City regulations, best practices and policies affecting department activities.
Other Requirements:
  • Must possess a valid Florida Class E driver license.
  • Must pass applicable pre-employment testing and background checks.
