Job Description

Overview We are seeking a dynamic and dedicated HCV (Housing Choice Voucher) Manager to lead our housing assistance programs with enthusiasm and expertise. In this vital role, you will oversee the administration of the Housing Choice Voucher program, ensuring compliance with federal, state, and local regulations while fostering positive relationships with tenants, landlords, and community partners. Your leadership will drive efficient operations, promote fair housing practices, and support individuals and families in achieving stable, affordable housing. This position offers an exciting opportunity to make a meaningful impact in the community through innovative management and compassionate service. Responsibilities Manage the day-to-day operations of the HCV program, including tenant eligibility, rent calculations, and voucher issuance. Develop and maintain strong relationships with landlords to facilitate lease agreements and resolve issues related to Section 8 housing assistance. Ensure compliance with Fair Housing regulations, Section 8 guidelines, LIHTC (Low-Income Housing Tax Credit) policies, and other relevant legal requirements. Conduct negotiations with landlords and tenants to resolve disputes or crises effectively while maintaining program integrity. Oversee tenant screening processes using social work principles and motivational interviewing techniques to support successful placements. Utilize property management software such as Yardi or OneSite for accurate record-keeping, reporting, and data analysis. Lead crisis intervention efforts when necessary, managing situations involving landlord-tenant law violations or tenant crises related to addiction or mental health. Train staff on program policies, crisis management strategies, and updates in housing regulations to ensure a knowledgeable team. Requirements Proven experience in property management or housing programs with a focus on affordable housing initiatives. Strong knowledge of LIHTC regulations, Section 8 voucher administration, landlord-tenant law, and Fair Housing laws. Skilled in negotiation, conflict resolution, and crisis intervention techniques. Familiarity with property management software such as Yardi or OneSite is highly preferred. Background in social work or addiction counseling is advantageous for supporting vulnerable populations. Excellent understanding of crisis management strategies and experience handling complex situations involving tenants or landlords.
