The purpose of this position is to plan and manage the City's streets, drainage, water, sewer and public works projects, programs, and services as well as oversee the operations and maintenance of the City's Water and WWTP. Duties and responsibilities include, but are not limited to directing, coordinating, and reviewing the various operations of the Public Works Department, recommending policies to be adopted by the City, performing administrative duties, establishing public works project schedules, providing technical assistance, and performing additional tasks as assigned.MAJOR DUTIES
Plans, directs and supervises all departmental activities related to engineering, streets, drainage water and sewer. Directs administrative duties such as preparing and monitoring departmental budget, evaluating staff assignments and performances, payroll and timekeeping, and writing special reports; preparing agenda summaries for City Council meetings. Develop and maintain an ongoing list of Public Works improvements for funding consideration. Coordinates with City Planning, Water and Wastewater departments to accomplish projects and duties related to public works services. Estimates materials needs and establishes schedules for the construction of Public Works projects. Administers pavement management program scheduling. Periodically reviews the effectiveness of departmental programs. Interprets and adheres to federal, state, and local regulations pertaining to City public works projects and programs. Develops annual operating and capital budgets for the department and monitors expenditure and inventory under the current budget; approves all purchases of supplies not delegated to the Administrative Manager. Supervises and evaluates assigned staff, handles all employee concerns, directs work assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals. Directs activities to promote and support worker safety. Responds to routine requests for information from officials, employees, the public, or other individuals. Directs timely responses to complaints and inquiries by citizens. Composes and produces correspondence such as letters, reports, charts, etc. Works in a safe manner and reports unsafe activity and conditions. Participates in and attends all City-sponsored training as required. Performs other related job duties as assigned.KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of the principles, practices, and procedures of the City of Port Wentworth, public administration, federal, state, and local laws, grant regulations, transportation, and public works operations. Knowledge of the operation and maintenance of heavy equipment in use for earth-moving projects, streets, ditches, and related public works projects. Knowledge of applicable Federal and State Transportation laws, regulations, and policies that affect the day-to-day operational goals of the City's public works plans. Knowledge of Emergency Response Plans and ability to develop, plan, and implement the public works department response in the event of a major or minor disaster. knowledge of water and sewer rehabilitation; water user meter calibration; meter reading; water and sewer line maintenance; fire hydrant testing, flushing and metering. Installation of water and sewer taps, meters/backflow. Knowledge of general office equipment such as computers, printers, copiers, phones, fax, etc. as well as motor vehicles, pickup trucks, heavy equipment, and shop maintenance equipment. Skills in good organization, time management, and human relations. Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems. Ability to develop and administer policies, procedures, plans, and activities and to monitor the performance of subordinates against measured established goals. Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency. Able to analyze problems and identify solutions, consequences of proposed action and implement recommendations in support of goals. Ability to meet critical deadlines and manage multiple assignments. Ability to keep abreast of any changes in policy, methods, operations, budgetary and equipment needs, etc. as they pertain to departmental and human resource/personnel operations and activities. Ability to effectively communicate and interact with subordinates, management, employees, and all other groups involved in the activities of the Public Works Department. Ability to assemble information and make written reports and documents in a concise, clear and effective manner and has the ability to comprehend, interpret, and apply regulations, procedures, and related information; read and interpret maps, blueprints, and specification manuals and sheets related to City public works responsibilities. Ability to read, understand and interpret personnel and financial reports and related materials and has the mathematical ability to handle required calculations using statistical calculations. Ability to use computers and software programs especially in the creation of spreadsheets and documents. Ability to be held accountable for inventory. Ability to make recommendations that impact the budget. Ability to manage the budget within assigned unit/division. Ability to manage the budget within assigned department. Ability to supervise employees using, acquiring, and/or maintaining heavy or complex machinery. Ability to establish policies for using, acquiring, and/or maintaining heavy or complex machinery. Ability to create and guide implementation of capital improvement plans or programs. Ability to maintain City standards of conduct, which includes being respectful of others, possessing cultural awareness and sensitivity, being flexible and demonstrating a dedication to the position as well as to the community.SUPERVISORY CONTROLS

This position has direct supervision over maintenance personnel, facilities and other department personnel.MINIMUM QUALIFICATIONS
Bachelor's degree in civil or environmental engineering or in a course of study related to the occupational field; and or five (5) to seven (7) years of experience as a Public Works Director (experience involving streets, municipal public works operations, and water and wastewater design, operations, and maintenance) of a similar size to include supervisory experience; or any equivalent combination of education and experience.
