Permanent Duties and Responsibilities (- denotes essential functions) 1.
- Serves as the Fiscal Specialist for the Office of Campus Services including Auxiliary Services (University Housing, Food Services, Mail Services, Commuter Services, Fleet Services) and the Department of Public Safety (DPS), to provide fiscal guidance and support. 2.
- Manages the daily functional control and technical review over all fiscal, budgetary, procurement and property management. 3. Manages the daily operations and plans, organizes, directs and supervises the work of other professional, technical and clerical staff. 4.
- Develops, administers, and monitors procedures and guidelines through subordinate staff to ensure complete and accurate recordation of financial transactions - including the monthly preparation of various reconciliations between the Kuali Financial System (KFS), the university's general ledger and subsidiary systems (e.
- Advises program managers regarding federal, state and University rules, regulations, policies and procedures and their applications to program operations. 6.
- Ensures compliance of all financial transactions with university, state and applicable federal regulations. 7.
- Prepares and presents monthly reports for various levels of Campus Services management. 8.
- Uses established budget guidelines and input from central administration to review and advise management on annual budget preparation matters. 9.
- Responsible for fiscal control and authority for various general, special and revolving fund accounts. 10.
- Approves expenditures of up to $25,000 for general, special and revolving accounts. 11.
- Coordinates and manages the purchasing card (P-Card) program and provides guidance to ensure validity of all purchasing card transactions. 12.
- Supervises and provided guidance on the procurement of goods, services and construction including Sole Source and emergency procurement and ensures compliance with University, State and applicable Federal regulations. 13. Reviews and approves requests for Sole Source or Sole Brand justifications, Determination of Cost & Price Reasonableness and for quotes of goods, services and construction. 14.
- Reviews and approves all personnel documents and transactions to certify availability of funds and compliance with University regulations. 15.
- Supervises and provides guidance on the management of all revenues including but not limited to agreements, leases and contracts for Auxiliary Services and DPS programs. Develops and monitors sound internal controls in recording, depositing and reporting of all transactions. 16.
- Prepares financial reports for audits, Office of Hawaiian Affairs (OHA), University Bond System, and other requests. 17.
- Collect statistical data to analyze and develop administrative reports. Coordinate and/or prepare financial and fiscal forecast/projections to assist in management decisions. 18.
- Develops, administers, and monitors the workflow of the fiscal processes to identify areas that can be streamlined for better efficiency.
