  • Government Finance Senior Subject Matter Expert (SME)
  • Government Finance Position Summary The Senior SME
  • Government Finance serves as the Contractor's lead technical expert for public-sector financial management, governmental accounting, fiscal sustainability, grants management, budgeting, and financial governance under this Task Order. Primary Responsibilities
  • Provide technical advisory support on governmental accounting, budgeting, financial reporting, and fiscal oversight.
  • Advise insular governments on implementation and interpretation of GASB standards.
  • Support improvement of financial reporting practices, reconciliation processes, and fiscal governance procedures.
  • Provide guidance regarding fiscal sustainability, debt management, and long-term financial planning.
  • Advise finance offices regarding Uniform Guidance requirements and federal grants compliance.
  • Conduct organizational assessments of finance office operations and staffing structures.
  • Develop and deliver training programs in governmental accounting, GASB updates, budgeting and fiscal planning, grants management, internal controls, procurement, ethics, and strategic planning.
  • Deliver instruction during Task 1 trainings, IGFOA conferences, ELDP sessions, and other Government-approved events.
  • Support planning and facilitation of IGFOA conferences and finance officer engagements.
  • Prepare technical assistance reports, strategic briefs, financial analyses, and conference summaries. Required Qualifications
  • Minimum of fifteen (15) years of progressively responsible experience in governmental finance and public-sector financial management.
  • Demonstrated expertise in GASB standards, governmental accounting, budget development and execution, grants management, financial reporting, internal controls, and fiscal policy.
  • Experience providing technical assistance and advisory support to public-sector organizations.
  • Experience developing and delivering professional training and executive-level briefings.
  • Advanced degree in Public Administration, Finance, Accounting, Economics, or related field strongly preferred.
  • Certified Public Accountant CPA and/or Certified Government Financial Manager (CGFM) Desired Competencies
