Administrative Assistant, Development Coordinator, and Development Inspector About Us Are you a construction management or engineering professional ready to make a tangible, lasting impact. The Housing Authority of the City of East St. Louis (ESLHA) is seeking a visionary Capital Improvements Development (CID) Director to lead our physical transformation. This is not just an administrative desk job. You will be the architect of change, directing multi-million-dollar modernization programs, developing new public housing units, and directly elevating the quality of life for families and seniors across the city. What You'll Do As the CID Director, you will oversee all phases of development from initial concept to final inspection: Drive the
Vision:
Develop and execute comprehensive annual and 5-year modernization plans in collaboration with the Resident Advisory Board. Lead the
Build:
Manage the full lifecycle of development activities, including site selection, proposal development, and the creation of construction documents.
Secure and Manage Funding:
Prepare and submit critical grant applications, while managing development budgets to ensure all obligation and expenditure deadlines are met.
Oversee Key Partnerships:
Procure and administer Architect/Engineer (A/E) contracts, ensuring specifications and drawings align perfectly with HUD guidelines. Be Present on
Site:
Step out of the office and onto the field—periodically visiting construction sites to ensure accurate progress, safety, and quality reporting.
Ensure Compliance:
Act as the agency's expert on Davis-Bacon labor standards, HUD reviews, and federal public housing regulations.
What We're Looking For Education:
A bachelor's degree in Engineering, Construction Management, or a closely related field is preferred.
Experience:
5+ years of experience in contract management or construction administration. Experience within public housing or a similar government unit is highly preferred.
Leadership:
Proven supervisory experience with the ability to mentor and guide an administrative assistant, coordinator, and inspector.
Credentials:
