Job Role Summary The Lieutenant serves as a first-line command and supervisory officer within the Health & Hospital Police Department and is responsible for the direct supervision, coordination, and evaluation of sworn and civilian personnel assigned to a shift, unit, or functional area. Under the direction of a Captain, the Lieutenant ensures the effective delivery of law enforcement, security, and public safety services within healthcare and hospital environments. The Lieutenant exercises supervisory authority, enforces departmental policies and procedures, and ensures operational readiness, professionalism, and compliance with applicable laws, healthcare regulations, and departmental standards. Essential Duties Supervision and Operational Control Supervises Sergeants, sworn officers, and civilian personnel assigned to a shift, unit, or operational function. Directs daily activities, roll call, shift assignments, and deployment of personnel to ensure adequate coverage of healthcare facilities and properties. Provides on-scene supervision during incidents, investigations, emergencies, and critical events. Assumes incident command responsibilities for routine and intermediate-level incidents until relieved by higher command. P olicy Implementation and Compliance Enforces departmental policies, procedures, general orders, and directives. Ensures compliance with Indiana law, hospital policies, patient rights, privacy requirements, and safety regulations. Monitors officer conduct, performance, and adherence to professional standards. Investigations and Reporting Reviews incident reports, arrest documentation, use-of-force reports, and related case materials for accuracy, completeness, and policy compliance. Conducts or assists with internal investigations, preliminary inquiries, and administrative reviews as assigned. Ensures timely and accurate reporting consistent with departmental and healthcare documentation requirements. Training, Performance, and Development Coaches, mentors, and evaluates subordinate personnel. Identifies training needs and recommends remedial or advanced training. Assists in field training, onboarding, and professional development initiatives. Participates in performance evaluations and disciplinary processes in accordance with policy and labor agreements. Coordination and Communication Serves as a primary liaison between line personnel and command staff. Coordinates with hospital administrators, clinical leadership, Environmental Health and Safety, Emergency Management, and external public safety partners. Communicates operational updates, directives, and expectations to assigned personnel. Associated Job Duties Authority and Accountability The Lieutenant is delegated supervisory authority over assigned personnel and operations and is accountable for shift performance, policy compliance, and professional conduct. The Lieutenant operates within the established chain of command and carries out lawful orders issued by the Captain, the Chief of Police, and the Executive Director of Public Safety. Qualifications Current certification as a sworn law enforcement officer in the State of Indiana or ability to obtain certification within a prescribed timeframe. Minimum of five (5) years of sworn law enforcement experience. Minimum of two (2) years of supervisory experience preferred. Experience in healthcare, hospital, campus, or institutional policing environments preferred. Associate's degree preferred. Licenses/Certifications Required Valid Indiana driver's license. Graduation from an accredited law enforcement academy or ability to complete required training within accordance to
IC 16-18-4-4.
Knowledge, Skills & Abilities Working knowledge of law enforcement operations, supervision, and incident management. Familiarity with healthcare security practices, emergency response protocols, and regulatory requirements. Ability to supervise, motivate, and evaluate personnel. Effective interpersonal, written, and verbal communication skills. Ability to exercise sound judgment under pressure and in complex environments. Working Environment Ability to perform all essential duties of a sworn law enforcement officer. Ability to respond to emergencies, extended incidents, and varied work schedules. Work is performed in hospital, clinical, administrative, and field environments, including high-stress and sensitive situations.
