This position is responsible for serving as Project Funding Supervisor within the Project Finance team which is responsible for the monitoring and oversight of assigned unique federal funding and budgets within the Project Finance Division of the Indiana Department of Transportation. This includes responsibility over the preparation and maintenance of state and federal financial records. This position develops and drives improvement of federal funding and budgeting processes to ensure alignment to agency goals and state and federal regulations. Additionally, this position aids both internal and external customers align with agency goals for sound financial management of all resources Location:

The salary for this position traditionally starts at $67,314.00 but may be commensurate with education or work experience. A Day in the Life:
The essential functions of this role are as follows: Reviewing INDOT's agreements and making sure all Title 23 federal rules and regulations are being adhered to along with any state rules and regulations. Accessing SAM.gov in reviewing local agreements to make sure we are complainant with Transparency Act requirements under 2 CFR 200. Preparing INDOT's Federal Sharing Agreement which requires knowing what programs go to the state and which go local programs. Understanding INDOT's capital program and knowing how the application of federal, state, and local funding changes depending on different asset types and work being performed. Ability to manage restrictive funding and knowing the application when projects qualify for multiple types of federal funding. Assisting Project Finance management in yearly August Redistribution exercise where INDOT seeks roughly an additional $100M in federal funding and how contract authority and obligation limitation balances play a factor. Ability to review upcoming construction lettings and insuring STIP and NEPA requirements are being followed. Ability to access the different federal systems needed in order to seek federal reimbursement including FMIS, e-Delphi, and ECHO. Ability to navigate the different functions within INDOT's CAPWise system with little to no supervision required. This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary. What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following: Require extensive working knowledge of PeopleSoft HR, PeopleSoft Financials, including Query Manager, SCM and Journal Entry. Must possess excellent communication skills in both individual and group settings. Must be proficient in Microsoft Office products, particularly Excel. Must possess the ability to understand and integrate independently complex and sophisticated concepts. Comprehensive knowledge of agency operations, functions, and principles of management and administration. Ability to establish goals, plan activities, coordinate work, evaluate effectiveness, and take corrective actions when necessary. Extensive knowledge of PeopleSoft Financials and Time and Labor. Highly detail-oriented with a focus on providing quality customer service. Extensive knowledge of federal and state laws, regulations, policies, and procedures and how they apply to financial management. Strong verbal and written communication skills. Ability to analyze and solve complex grant, budgeting, and fiscal analysis issues. Ability to prioritize tasks and maintain efficiency and accuracy. A degree is not required. However, a High School Diploma or High School Equivalent (HSE) and at least 8 years of experience in accounting, auditing, financial analysis, or related experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
