    Public Guardianship Services (PGS) is a non-profit organization that offers low
  • or no-cost guardianship and conservatorship services to indigent, isolated persons in Massachusetts who need support making medical, financial or other personal decisions.
It has operated for six years and presently serves 80 clients, primarily in Eastern Massachusetts.
Position Summary:
This is a leadership position with an innovative pilot project that presently has six employees at its offices in Braintree (four Social Workers, a Clinical Director, an Operations Manager and an Administrative Assistant), but which is expected to grow over the next few years to provide services from additional office locations in Massachusetts. The Executive Director must be able to focus on current operations in the Braintree office, including office management, data systems, professional resources, vendor relationships, staff development and the other usual tasks of leading a non-profit, while at the same time anticipating the logistical and administrative challenges of growing the organization, and while participating in education, advocacy and networking with both public and private-sector leaders to build support for the public guardianship mission. The Executive Director will report to the Executive and Board of Directors of PGS's parent company, Guardian Community Trust, Inc., of Andover, Massachusetts. This is a full-time position that cannot be performed remotely, but may involve travel among multiple office locations. The successful candidate will be admitted to the Massachusetts bar, or eligible for admission, and will have relevant education or experience in guardianship law, social work, gerontology, public health or a human services field, and non-profit or government office management. The candidate will have courtroom and case management skills as a lawyer, and will have been a guardian or conservator at some point, ideally in Massachusetts. The job also will require exceptional organizational and planning abilities, skill with both internal and external communications, and a proven interest in advocating for at-risk individuals. A strong sense of purpose, good judgment and patience are essential.
Essential Duties :
Lead and inspire dedicated office of professional guardians serving 80 incapacitated individuals with care-coordinated guardianship and conservatorship services. Oversee all legal matters related to guardianship and conservatorship services, including appointments, petitions, disputes of any kind, filing of Guardianship Reports and Conservatorship Accounts, billing for fiduciary services, fiduciary liability, real estate or complex personal property transactions, and relationships with outside counsel as needed. Supervise Operations Manager and administrative staff to manage financial systems, maintain client and case records, process pleadings and notices, manage assets and maintain IT systems. Participate in the Massachusetts Guardianship Policy Institute to develop strategy for creating a statewide public guardian for Massachusetts with adequate long-term funding. Interact with public officials and private stakeholders to promote awareness of what guardianship is, how it meets the needs of at-risk individuals, why this matters to both public and private interests in the state, and how the PGS model provides this support effectively and in the least-restrictive manner. Draft and manage company budget, as approved by parent company providing funds. Maintain effective relationships with staff, referral sources, vendors and consultants, and ensure adequate training and supervision of all staff and volunteers. Oversee communications, including website, newsletter contributions, publications, letters, form templates and other communications, in order to increase public awareness of the need for a public guardian, and to grow support for PGS. Collaborate with affiliates (Guardian Community Trust and the Center for Guardianship Excellence) to pursue original research projects and provide data for public policy initiatives. Prepare periodic reports for parent company. Other duties as required Additional skills that would enhance suitability for this job are: (1) Knowledge of case management practices for mentally ill and/or developmentally disabled individuals. (2) Experience with public relations or public policy advocacy in the non-profit sector, including work with the Legislature. (3) Proficiency in the use of Microsoft Office and Adobe applications. (4) Experience working in a collaborative organization with little structure on out-sized social vision.
