$94,842.15 - $123,319.14 Position Summary Grounded in a strong commitment to serving residents, the Department of Housing and Community Development strives to achieve a prosperous, healthy, and equitable community through systemic policy, strategic planning, and the development and implementation of key initiatives. As an integral member of the Department, the Deputy Director is responsible for the development, management, and evaluation of the City's sustainability, resilience, community, and economic development agenda. Under the direction of the Director of Housing and Community Development, the Deputy Director will assist with direct management and oversight of the department and its staff. The position will be responsible for assisting the Director with oversight, management, and evaluation of planning, policy development, and initiatives related to community development and preservation, economic development, infrastructure and mobility, sustainability and climate resilience, neighborhood planning and development, and civic engagement. The Deputy Director will identify and secure grant resources, supervise staff and consultants, and oversee the delivery of the Department's project portfolio under its comprehensive community development agenda, while assuring compliance with applicable regulations. Working closely with the Director, the position will provide senior level management of departmental operations. This will include assisting with budgeting and financial management; staff recruitment, onboarding, management, and development; GIS, research, and analysis; grant writing, administration, and compliance; project and program management; and administrative management. Responsible for managing all aspects of key initiatives through the planning, design, implementation, and evaluation phases, including program development, planning and design, resource allocation planning, consultant management, civic engagement, budgeting, grant management and compliance, and project management. As designated, will represent the Director of Housing and Community Development with local, state and federal agencies, and the general citizenry and business community Essential Job Functions And Duties Assist with the development of community development policy and strategic and programmatic elements, with an emphasis on anti-displacement, community development and preservation, economic development, and climate resilience and sustainability; Conduct research on issues, policies and concepts pertaining to long-range planning. Guide the preparation and execution of strategic planning initiatives that advance the objectives of the community with regards to equitable economic growth, shared prosperity, and community resilience; Advance the preparation and submission of federal, state, and local grant applications, oversee grant administration, and manage technical and administrative staff responsible for all aspects of grant management. Lead proposal development, budgeting, program management, staff management, reporting, and compliance activities, including the performance of internal risk assessments; Exercises senior level project management of all department related and department funded projects related to community development and preservation, infrastructure and mobility, climate resilience and sustainability, environmental restoration, and economic mobility and development; Assist with the implementation of interdepartmental and external strategies to advance the City's community development agenda, including efforts to coordinate with funding agencies, strengthen partnerships with public and private partners, secure external funding, and coordinate service provision, project delivery, and resource allocation across agencies to maximize impact and ensure equity; Monitor legislative affairs at the federal and state level, analyze policy, and form policy recommendations, grounded in racial and economic equity; Provide technical assistance, lead capacity building, and offer guidance to community-based organizations, non-profit organizations, residents, and other stakeholders as it relates to community development; Advise the Director and City Manager on community, social, economic, and housing trends, in line with the Department's community development agenda; Support the Director with the management of professional staff and foster an environment of continual growth and inclusion; Cultivate a culture of accountability, managing systems to ensure compliance, promote efficacy, and ensure efficient, uninterrupted project and service delivery. Assist the Director in developing and implementing operating and capital budgets, capital improvement plans, and project budgets, including oversight of budgetary analysis, expenditure forecasting, and expenditure monitoring; Acts as liaison of the Department of Housing and Community Development with community groups, government agencies, elected officials and other key stakeholders; and Other duties as assigned. Other Duties And Responsibilities Assist with departmental civic engagement, outreach, customer service, and engagement activities; Work closely with the Finance Director and other staff to maintain thorough and accurate grant reporting, timely and accurate financial management, and organized project files, in conformance with local, state, and federal regulations; Maintain and enhance interdepartmental coordination to improve the accessibility, efficacy, and quality of services and initiatives; Qualifications Education & Experience Master's Degree with four (4) years of experience in urban planning, community development, public policy, or affordable housing strongly preferred. A Bachelor's Degree with more than six (6) years of demonstrable experience in a senior management and oversight role, or a similar combination of relevant education and experience will be considered. This position requires a strong theoretical basis gained through education as well as practical experience. Skills, Knowledge & Abilities Working knowledge of general community development, climate equity, and urban planning theories, principles, and policies, including local, state, and federal policy; Demonstrable knowledge of and experience in community development, neighborhood planning, climate and environmental planning, and economic development; Extensive experience with the development and implementation of complex, interdisciplinary projects that are on-time and on budget; Knowledge of effective strategies, tools, and resources to promote equitable growth and community resilience; Experience in the administration of social, environmental, and/or community programs, as well as state, federal, and private grants; Experience in project management, including project development, budgeting and financing, resource allocation planning, and consultant/contractor management; Working knowledge of departmental workflows for project and program delivery; Working knowledge of GIS and data analysis; Bilingual (Spanish) very helpful.
