Job Description

The Homeless & Housing Services Manager (HHSM) leads LifeStyles' Homeless & Housing Services team, ensuring effective service delivery, staff supervision, and program compliance. This role manages a wide range of programs—including shelter, transitional and permanent supportive housing, case management, street outreach, advocacy, and resource navigation. The HHSM identifies service gaps, develops strategies to address them, oversees financial assistance within budgetary and regulatory guidelines, and fosters community partnerships to strengthen housing outcomes for individuals and families experiencing homelessness, including survivors of domestic and sexual violence. Key Responsibilities Provide leadership and daily oversight of the Homeless & Housing Services Department. Supervise and support staff, fostering collaboration within LifeStyles and with external partners. Manage the department budget in collaboration with agency leadership. Support program development, grant initiatives, and reporting. Approve staff schedules, timekeeping, and conduct performance evaluations. Facilitate staff training, resolve conflicts, and provide crisis management support. Implement shelter diversion strategies and oversee client placement processes. Ensure compliance with HUD and other regulatory requirements. Manage shelter, transitional, and permanent supportive housing operations. Oversee case management, documentation, and data entry in HMIS and other systems. Strengthen services for survivors of domestic and sexual violence through collaboration with victim advocates and community partners. Monitor program performance, ensuring timely and accurate reporting. Supervise client intake, assessments, outreach, and emergency financial assistance. Train staff on intake, case notes, confidentiality, and best practices. Provide direct case management as needed, connecting clients with resources and referrals. Oversee shelter staffing, scheduling, and resident assistant training. Authorize financial assistance in accordance with guidelines. Represent LifeStyles at community meetings, outreach events, and inter-agency partnerships. Build and maintain strong community partnerships to expand available services. Encourage interdepartmental collaboration across all LifeStyles divisions. Ensure staff are trained in and effectively use data systems (HMIS, Charity Tracker, and other tools). Maintain standard operating procedures (SOPs) and program documentation. Generate reports, statistics, and performance metrics as needed. Qualifications Bachelor's degree in Social Work, Human Services, or related field; OR five years of supervisory experience working with homeless or underserved populations. Strong leadership, organizational, and public speaking skills. Knowledge of homelessness, housing programs, trauma-informed care, and service coordination. Proficiency in Microsoft Office, Adobe Pro, and database management systems. Ability to thrive in a fast-paced, crisis-driven environment. Strong written and verbal communication skills. CPR/First Aid certification (or ability to obtain within 90 days). Valid Maryland Driver's License, reliable transportation, and acceptable driving record. Ability to pass a drug/alcohol screening and criminal background check.
