Job Description

GENERAL SUMMARY
Serves as an at-will exempt non-union employee hired by the Presiding Judge of Family Division, and under the direct supervision of the Family Division Administrator, the Intake Manager is responsible for the overall supervision of the Intake Division and its attached units. This includes processing of all petitions assigned to the Intake Referees, supervising and monitoring all informal and formal delinquency cases, neglect/abuse cases, all custody, release and placement decisions, developing programs and providing services to youth and their families, and making referrals to necessary and appropriate services. Initiates procurement of grant funding; administers and manages grants to ensure implementation, reporting and budgetary compliance in accord with required standards. The Intake Manager serves as the Juvenile Register of the Family Division. Duties are carried out in accordance with the Court's statutory purpose, policies and procedures in accordance with Berrien County and Trial Court policies and procedures.
TYPICAL DUTIES
1. Overall supervisory responsibility for the Intake Division and its attached units. Delegating and holding accountable subordinate staff for carrying out departmental goals and objectives. 2. Develops internal forms, policies, procedures, rules, regulations and goals and objectives as they relate to Intake matters; implements new statutes, rules, and procedures dictated by the Legislature, Appellate Courts and/or the State Court Administrative Office. 3. Consults with law enforcement agencies as to the status of youth petitioned to the Juvenile Court as well as the current legislation and laws affecting Juvenile Court and law enforcement. Provides advice on proper legal procedures. 4. Receives and reviews reports and petitions from the Michigan Department of Human Services; Michigan State Police; County Sheriff's Department; Municipal Police Departments and other agencies; after being reviewed by the Prosecuting Attorney's Office; diverts appropriate cases to public or private agencies; refers petitions where appropriate to be handled informally or on the Consent Calendar. 5. Supervises and coordinates intake screening and consults with the Director of the Berrien County Juvenile Center with respect to detained and release of detained youth; identifying dangerous and repeat youthful offenders and determining whether or not the coercive powers of the Court shall be invoked; 6. Identifies, screens and assesses child neglect/abuse referrals and decides whether Court intervention is in the best interest of the child. 7. Maintain, forecast and report statistical data regarding intake operations; develops and implements effective alternative programming and services do divert youth from formal court intervention. 8. Coordinate and assure departmental representation at community activities affecting program function and participates in programs of mutual interest. 9. Writes proposal for grant funding and administers grants to ensure timely and accurate compliance with reporting, data collection and budgetary utilization standards as required. 10. Participates with the Family Division Administrator in planning, preparation and presentation of the Intake Division's budget. 11. Conducts employee performance evaluations of the Intake Division's personnel and performs a full range of personnel functions including interviewing, hiring and discipline. Assure that necessary training and professional development is provided to staff. 12. Performs other duties as directed by the Presiding Judge of the Family Division and/or the Family Division Administrator.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
A Master's Degree in Social Work, Social Sciences, Business or Public Administration, education, criminal justice or law degree and a minimum of 3 years previous experience as an administrator and/or supervisor, preferably in a Family Division/Juvenile Court or equivalent, law office administration, or in a public or private agency of comparable size; OR A Bachelor's Degree in the areas listed above and 5 years of supervisory experience in the Family Division /Juvenile Court or equivalent, law office administration, or in a public or private agency of comparable size.
DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of Juvenile Court Intake Division Policies and Procedures highly desirable; Courtroom procedures; the Juvenile Justice System, agencies within the State of Michigan and/or Berrien County serving young people and their families. Knowledge and proficiency in computer programs and applications in justice systems; and the ability to maintain records and reports, budgets, and communicate clearly both orally and in writing; provide in-service training for Intake staff and other staff in the Family Division. Knowledge, skill and successful experience in grant procurement and administration as well as program development.
SPECIAL EMPLOYMENT CONDITIONS
An employee in this classification may be required to work holidays and weekends, is on 24-hour call and is expected to be available and reachable on and off duty. Must pass a pre-employment physical, drug test, and a criminal and civil record check. Employees will be fingerprinted. Appropriate speech, dress and a high level of personal and professional conduct for work in a court setting must be maintained in accordance with the standards established by the Judicial Council. Regular, reliable, and predictable attendance is required. Ability to maintain confidentiality, effective working relationships with other employees, and interact effectively with the general public. Required to display appropriate speech and dress; a high level of personal and professional conduct for the work in a court setting and in accordance with the standards established by the Trial Court Chief Judge, Trial Court Administrator, and the Presiding Judge of the Family Division. Pay:
$71,236.00 - $95,463.00 per year
