Job Description

Shelter Program Director Evergreen Youth & Family Services Bemidji, Minnesota Evergreen Youth and Family Services is seeking a mission‑driven Shelter Program Director to join our leadership team and oversee our Youth Crisis Shelter (ages 9-17). Evergreen exists to support youth and families through relationship‑based, trauma‑informed, and youth‑centered services that honor dignity, promote equity, and strengthen community. This role provides both strategic leadership and hands‑on program management to ensure youth and families receive high‑quality, safe, and supportive shelter services. The Shelter Program Director plays a critical role in stewarding program integrity, supporting staff, maintaining compliance, and strengthening community partnerships. The ideal candidate brings experience in youth services, strong leadership skills, and a commitment to values‑driven, collaborative practices.

The Shelter Program Director is responsible for the overall administration, leadership, and performance of Evergreen's Shelter Program. This position oversees service delivery, staff supervision, program development, fiscal management, community engagement, data reporting, and compliance with local, state, and federal regulations. The Director serves as a member of the agency management team and works closely with the Executive Director, Board of Directors, and community partners to ensure the shelter operates in alignment with Evergreen's mission, values, and strategic goals. This role uses visual and auditory skills approximately 95% of the time.
RESPONSIBILITIES
Program Leadership & Administration Provide overall leadership and direction for the Shelter Program, in alignment with guidance from the Executive Director, ensuring services are high‑quality, youth‑centered, trauma‑informed, and compliant with funding and licensing requirements. Assist the Executive Director, Board of Directors, and agency management team in understanding shelter operations and making informed, prudent program decisions. Participate in agency leadership, board, and committee meetings as requested. Represent the Shelter Program internally and externally in alignment with agency mission and values. Staff Supervision, Development & Support Provide daily supervision and support to Youth Advocates, Family Coach, Youth Health Coordinator, and Street Outreach Worker. Ensure staff deliver services consistent with program standards, licensing rules, and funding requirements. Coordinate orientation, training, coaching, performance evaluations, team building, and problem‑solving. Support strategic staff development planning and assist with recruitment and hiring of new staff. Provide direct coaching or case management services as needed, including serving as backup coverage during staff leave or emergency situations. Serve as a positive role model for staff, youth, families, and the community. Service Delivery, Advocacy & Community Collaboration Ensure quality shelter services for youth and families, including advocacy and support for victims of crime as needed. Coordinate outreach to referral sources and support community education and engagement efforts. Work collaboratively with agency programs, schools, law enforcement, probation, tribal entities, counties, and community partners. Represent Evergreen on local task forces and committees as requested by the Executive Director. Program Operations, Facilities & Budget Oversight Coordinate shelter purchasing and oversee maintenance of the shelter's physical plant, including capital repairs and equipment replacement with Executive Director approval. Assist in developing and monitoring the annual Shelter Program budget to ensure fiscally responsible operations. Ensure shelter facilities meet safety, operational, and licensing standards. Compliance, Data & Reporting Maintain compliance with Minnesota DHS residential program licensing requirements and applicable federal grant regulations. Coordinate and maintain accurate, up‑to‑date program records, including client files, program activity logs, and data systems required by funding sources. Prepare and submit all required narrative, programmatic, and statistical reports in a timely manner. Take a lead role in writing grant narratives, work plans, contracts, and reports to support shelter program funding. Develop and maintain program evaluation systems, tools, and statistical reporting processes. Ensure compliance with HIPAA, the Minnesota Data Privacy Act, mandated reporting requirements, and other applicable state and federal laws. Serve as the agency's primary training contact for mandated reporting. Additional Responsibilities Alternate on-call duties with another shelter staff. Perform other duties as assigned by the Executive Director.
QUALIFICATIONS
Required Bachelor's degree in a human services‑related field. Minimum of two (2) years' experience working with at‑risk youth and their families. Knowledge of effective individual, group, and family counseling techniques. Strong written, verbal, and organizational skills. Demonstrated ability to work independently and collaboratively as part of a leadership team. Commitment to Evergreen's mission and values. Valid driver's license, reliable transportation, and required insurance. Ability to maintain confidentiality and comply with the Minnesota Data Privacy Act. Successful completion of all required background studies, including Minnesota
DHS, BCA
Criminal Background Check, and National Sex Offender Registry check. Preferred Prior program management or supervisory experience in a human services or residential setting. Additional Requirements Must work cooperatively with county and tribal social services, school districts, and community service providers. Basic computer and word processing proficiency. If chemically dependent, must be free from alcohol and other drugs for at least two years.
PHYSICAL DEMANDS
While performing program and facility‑related duties, the employee is required to talk and hear. The employee is often required to sit and use hands and fingers to handle or feel. The employee is occasionally required to stand, walk, reach with arms and hands, climb or balance, and stoop, kneel, crouch, or crawl to conduct building and apartment checks. Close vision is required. The employee must be able to lift up to 35 pounds.
COMPENSATION & BENEFITS
