Job Description

$60,482.52 - $77,115.20 Starting salary based on qualifications and experience. Job Description General Statement of Duties Performs difficult professional, advanced analytical work preparing, analyzing and assisting in the management of the County's Budget and intermediate technical work performing accounting functions. Distinguishing Features of the Class An employee in this class is responsible for coordinating and assisting department heads in the preparation of the County's annual budget, as well as analyzing and assisting in the management of the County's annual budget, five-year financial plan and performing various accounting functions. Work is performed under the limited supervision of the Assistant County Manager. Illustrative Examples of Work Organizes, coordinates, and assists administration in obtaining data for the development of the County Budget. Conducts financial and operational research studies/projects and analysis of County services to determine the most appropriate allocation of County resources. Evaluates and recommends program and funding options, as well as sources of revenue. Organizes and compiles budget workbooks and ensures their accuracy. Maintains a variety of ledgers and journals related to the various County budgets and assures expenditures are maintained within legally adopted parameters. Provides budget information, extensive analysis and reports to the Director of Finance, Assistant County Manager, County Manager and Board of Commissioners, as needed. Prepares long-range financial forecast of revenues and expenditures for Management and Board consideration in managing future resources. Assists in the development of departmental budgets. Receives departmental requests for budget amendments; prepares and recommends budget amendments to the Board of Commissioners. Monitors and reconciles expenditures for capital projects. Attends Board of Commissioner meetings as needed; makes presentations; provides reports and information. Performs basic accounting functions as needed Performs auditing of various programs, services, budgets and processes. Assists in the development of the annual Performance Based Budgeting (PBB) program. Performs internal audits of departments. Adheres to department's safety rules and regulations. Performs other duties as required. Recruitment and Selection Guidelines Knowledge, Skills and Abilities Comprehensive knowledge of State statutes concerning budget ordinances. Comprehensive knowledge of accounting and local government budgeting practices, processes and procedures. Thorough knowledge of accounting terminology, methods and procedures. Ability to analyze and comprehend data related to finance functions. Ability to establish and follow work procedures. Ability to analyze data. Ability to research and obtain necessary information. Ability to draft reports and make presentations. General knowledge of public administration, including theories, functions and methods. General knowledge of NC local County government ordinances, rules and practices. Ability to effectively communicate, both orally and in writing, with elected officials, community leaders, media and citizens. Must have excellent computer skills and ability to work with various computer programs; i.e. Excel, PowerPoint, Word and Outlook. Comprehensive knowledge of accounting and financial functions. General knowledge of the Personnel Resolution and County policy. Ability to establish and maintain effective working relationships with elected officials, department heads, other employees, local/state government agencies, media and the general public. Physical Requirements Must be able to physically perform the basic life operational support functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry push, pull or otherwise move objects, including the human body. Must possess the visual acuity to prepare and analyze data and figures; perform accounting functions, operate a computer terminal and perform extensive reading. Worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes. Education and Experience Master's Degree in Public Administration, Public Policy or Business Administration from an accredited college or university or related field with two years' experience overseeing local government budgets; Bachelor's Degree from an accredited college or university in Accounting, Business or Public Administration or a related field and significant experience in Budgeting or Accounting; or an acceptable combination of education and experience in Public Finance/Budgeting/ Accounting; Credentialed as a Certified Local Government Budget Officer (CLGBO) issued by the NCLGBA and UNC School of Government highly desired Licenses and Certifications Valid North Carolina Driver License
