Job Description
Job Purpose & Position Overview The Public Health Deputy provides senior level operational leadership for the Winnebago Public Health Department (WPHD). This position is responsible for translating strategic direction into daily operations, ensuring effective program implementation, workforce coordination, fiscal stewardship, and performance improvement across all public health programs. The Deputy serves as the primary operational partner to the Chief Public Health Officer and ensures continuity, consistency, and accountability across WPHD services.
Specific Job Duties/Responsibilities:
Program Operations & Service Delivery Demonstrates the WCHS's core mission, vision, and values. Oversee daily operations of assigned public health programs and initiatives Ensure programs meet contractual, regulatory, and performance requirements Coordinate implementation of departmental policies, procedures, and strategic priorities Identify operational barriers and implement corrective actions Supervision & Workforce Development Supervise assigned Program Directors, Managers, or Coordinators Support staff recruitment, onboarding, training, and professional development Assist with performance evaluations, coaching, and corrective action Support succession planning and workforce sustainability initiatives Budget, Grants & Contract Support Monitor program expenditures and budget alignment Support grant management, reporting, and compliance activities Assist with preparation of internal and external fiscal reports Coordinate data needed for budget modifications and funding requests Data, Performance & Quality Improvement Oversee collection and review of service utilization and outcome data Support performance management systems and quality improvement efforts Assist with accreditation readiness, audits, and continuous improvement initiatives Coordination, Communication & Representation Facilitate regular program coordination meetings Represent WPHD in meetings, workgroups, or committees as assigned Act as Chief Public Health Officer designee when delegatedQualifications/Skills:
A Master's degree in Public Health or Healthcare Administration and a minimum of a bachelor's degree. Supervisory experience of four (4) years in a related position is preferred, but at least two (2) years of documented supervisory experience. A bachelor's degree in a science Knowledge of public health program operations and service delivery models Working knowledge of federal, tribal, and state funding mechanisms Ability to analyze program data and operational performance Strong organizational, communication, and leadership skills Ability to build collaborative relationships across programs and partners Ability to work independently and manage competing priorities Public Health Core Competencies for this Position Public Health Sciences Describes the scientific foundation of the field of public health. Policy Development and Program Planning Develop and implement program and organizational goals and objectives through community health improvement and strategic planning. Recommend strategies, policies and programs based on current and projected trends and feasibility thereof. Use and assess integrated data and management systems to inform public health decisions. Communication and Cultural Competency Communicate the roles of governmental public health and public health stakeholders as well as information to influence behavior and improve public health. Advocate for the demonstrate the value of a diverse public health workforce Financial Planning and Management Uses performance management systems for program and organizational improvement. Motivates personnel for the purpose of achieving program and organization goals. Uses performance management systems for program and organizational improvement.Training Requirements:

Normal to light office work which includes the ability to lift up to 10 lbs. Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.Cognitive Requirements:
