The State of New Hampshire, Liquor Commission has a full-time vacancy for a Comptroller of Financial Reporting.
Summary:
Ensure strict adherence to all NH Liquor Commission rules and policies during the implantation, planning, development, organization, management, and oversight of financial accounting and reporting activities. Lead the preparation of accurate and timely financial statements while providing expert guidance on financial accounting standards and compliance throughout the Liquor Commission. Foster continuous improvement in financial processes, ensuring transparency, accuracy, and regulatory adherence in all financial operations.

Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS
Education/Experience:
Bachelor's degree and 7 years of experience OR equivalent combination of 11 years of education and experience after completion of high school. Education and experience must be in financial or business administration, accounting, or related field with at least 4 years of experience in the public sector in a management-level role involving fiscal administration, planning and evaluation.
License/Certification:
Valid driver's license and access to transportation for attendance at meetings and hearings.

Adept at collaborating with organizational leadership across all levels to build consensus around financial strategies and tactics. Demonstrates strong expertise in high-level financial management, with a track record of attracting, retaining, and motivating high-performance teams. Brings immediate credibility to the finance function through professional qualifications, leadership skills, and a commitment to the highest standards of integrity. Exceptional interpersonal, communication, and presentation skills, complemented by strong organizational abilities. Possesses a current CPA or CGFM certification (preferred), with working knowledge of GAAP, GASB, and FASB standards, and the ability to apply this knowledge to accounting transactions. Experienced in preparing financial statements and note disclosures, maintaining general ledgers—including journal entries and reconciliations—and preparing audit schedules. Familiar with auditing processes and able to foster effective relationships with colleagues and the public. Willing to maintain a professional appearance appropriate to assigned duties as determined by the agency's appointing authority.

Responsibilities:
DETAILED TASKS
(AGENCY/POSITION-SPECIFIC): Oversee all aspects of the general ledger and financial accounting and reporting. Summarizing, analyzing and reporting of financial transactions of the Commission. Initiate, recommend, and monitor NHLC financial processes to maintain statewide standards and procedures and Generally Accepted Accounting Principles (GAAP) to assure the integrity of the Liquor Commission and enhance efficiencies. Prepare monthly and annual financial statements in accordance with Governmental Accounting Standards Board (GASB). Develops timely monthly financial reports for the Chief Financial Officer (CFO) and the Commissioner to include analysis on income and expenditures, revenue statistics, store cash operations, and cash flows. Coordinates external audit functions in accordance with Government Auditing Standards, federal, State, the Liquor Commission standards, and all other rules and regulations as required. Analyze and communicate statistical and financial data for use by Senior Management in program planning, policy development, budget preparation and development of business action plans ensuring project-related, direct and capital budget requests are approved and funded against the Liquor Commission's long-term strategy plan Provides support to the Chief Financial Officer (CFO) by directing financial accounting and reporting functions. Coordinate and provide quality review of financial, statistical and analytical reporting. Assist with monitoring and approving of expenditures, revenues and general ledger entries. Establish internal controls to monitor the financial analysis section to ensure compliance with internal and external laws, rules and other requirements. Develop, implement and evaluate short and long range plans to enhance controls and improve overall business management activities, compliance and effectiveness. Analyzes financial business processes and systems for compliance within assigned state agency and legal requirements in order to identify opportunities for remediation and/or enhancement of financial business systems applications and assists in requirements and functional specifications for specific projects. Coordinates across NHLC Divisions and state agencies to assist in the Liquor Commission decision-making and planning by analyzing financial aspects of various programs, projections, and statements so that managers can determine the best use of State resources, and provides staff support to commissions, committees, and task forces, as necessary; negotiates and resolves significant concerns. Interpret federal and state laws and accounting procedures and monitors changes in regards to agency objectives to monitor and ensure compliance with state and federal requirements. Implements policy and procedural changes as required. Researches, develops, and recommends solutions to Liquor Commission needs including the specifications for changes. Plans, analyzes, develops and evaluates comprehensive training programs and manuals to ensure subordinate staff are able to perform their functions and that financial staff across the Department are consistently applying Department guidelines and procedures. Identify workflow and coordinate improvements, system changes, and interfaces with other internal and external operations. Create supporting procedures and processes to provide training to Finance staff. Recommend appropriate legislation necessary to accomplish the mission of the program and appear before legislative committees to present testimony on such legislation as required. In the absence of the CFO, this position will appear before legislative committees to testify on legislation pertinent to the Liquor Commission. Develop, review, analyze, and deliver monthly, quarterly, yearly, ad hoc, and specialized reports for CFO and Senior Management.
